Legislation stops nothing: hooch, cigarettes, prostitutes,
plastics.....it only makes it less affordable....and more desirable. The
area
around the signboards that read" PLASTIC FREE ZONE" in Old Goa are littered
with plastic and bars operate from houses and flats on dry days.

You overlook a vital aspect of such prohibitory legislation: It releases the
politicians
from their cimmitments to their "law" enforcing minions.
Do you think "Gutka" will disappear?
But with the "Hapta" that will enssure its continued wellbeing the
promisses...pledges
of politicians to police and such will have been fullfilled.
And...heck with the pledges to electorate; those silly creatures can be
conned any
number of times.
