PENDSE REPORT FINDS LUIZINHO GUILTY: The one-man Inquiry Commission headed
by former Chief Justice of Karnataka High Court Madhav L Pendse in his
report into the affairs of Economic Development Corporation Limited during
the period 1995-2000 has directly indicted the Goa Congress president
Luizinho Faleiro of financial irregularities to the tune of Rs.117.7 crore
in 30 cases, according to Chief Minister Manohar Parrikar. (GT)
LUIZINHO: TERMS OF REFERENCE PROTECTED CM AND KIN: Goa Pradesh Congress
Committee president and MLA Luizinho Faleiro on Wednesday (Dec 15) said that
the terms of reference selectively excluding the OTS (one-time settlement)
waivers granted by Chief Minister Manohar Parrikar and his cohorts and also
excluding the OTS waiver granted to Sim Chem Private Limited (then largely
owned and controlled by the brother-in-law of Parrikar), which fact was
brought to the notice of the Pendse Commission. (GT)
I NEVER SANCTIONED EDC LOANS: LUIZINHO: Outrightly denying his involvement
in the financial irregularities of the Economic Development Corporation, the
president of Goa Pradesh Congress Committee, Mr Luizinho Faleiro, described
the terms of reference of the Pendse Commission inquiring into it as a
brief for match-fixing that had excluded the period when the EDC was
directly under the control of Mr Manohar Parrikar as the finance minister.

PANEL ON PRISONS REPORT: Even as a report on the findings of a committee
appointed to look into the functioning of the State's prisons will submit
its report on 20 December, the hearing of the petition filed by a prisoner
has been fixed for 23 December. (GT)
STATE'S MILK PRODUCTION: The Kamdhenu scheme introduced by the government
around 18 months for the promotion of dairy production, according to
officials, has upped daily milk production by nearly 15,000 litres in the
State with farmers buying nearly, 1,500 milch animals. The officials peg Goa
's total milk requirements at 3 lakh litres per day, half of which is
sourced from Maharashtra and Karnataka. (H)
PANJIM PLUNGED INTO DARKNESS: Large parts of the capital city were plunged
into darkness for over five hours on December 15 evening following a sudden
breakdown at the Kadamba electricity sub-station near Ribandar. (H)
UNDER-TRIAL BITES ESCORT: An undertrial bit a police constable in an attempt
to escape from legal custody while he was being taken to the office of
Sub-divisional magistrate in Margao on December 15. The accused, however,
was nabbed by the police after a hot chase near a city college. (H)
REHAB PLAN FOR DISPLACED: The Goa cabinet approved a rehabilitation plan for
those displaced by its controversial demolition drive at Baina. (H)
RIVER PRINCESS: BIDS END: The last date for submission of tenders for the
removal of the River Princess is today. The last date for purchase of

CHONDANKAR, JOSE PHILIP'S ELECTION PETITIONS: The Supreme Court of India on
December 15 remanded two election petitions filed by two former ministers
Chandrakant Chodankar and Jose Philip D'Souza to the Bombay High Court at
Goa, directing it to hear them on merits expeditiously. Chodankar and Jose
Philip had filed petitions before the High Court in 200 praying that
Agriculture Minister Dayanand Mandrekar and Vasco MLA Rajendra Arlekar be
disqualified as MLAs for contesting the Assembly election in May 200 while
occupying the office of profit. (GT)
DELIMITATION PANEL: The Delimitation Commission, on December 15, assured the
people of North Goa that it would apply its mind and come out objectively,
after concluding the second and final public hearing on the new delimitation
draft of the assembly and parliamentary constituencies for the state of Goa.

LAW STUDENTS UP IN ARMS: Though Goa University has appointed a three-member
committee to look into the complaints made by the students and said that the
committee would submit its report within 10 days, the law students are not
really happy with the decision. They allege that this is a deliberate
attempt on the part of the University to delay the process. (GT)
