EXTENSIONS & CONTRACT APPOINTEMENTS: CAG TO MEET GUV

The Citizens Action Group (CAG) has urged the Goa Government to conduct a
review through a judicial inquiry headed by a retired High court Judge of
all extensions in service granted and contract appointments being made.


Spokesman of CAG and former student leader Adv. Aires Rodrigues today stated
that a delegation of the Citizens Action Group (CAG) led by Convenor
Premanand A. Lotlikar will on Friday 17th October call on Goa Governor Kidar
Nath Sahani at Raj Bhavan to seek his intervention to protect the
promotional avenues of the younger deserving officers and the unemployed
youth whose employment dreams are shattered by this current bad and uncalled
for practice followed by the Government of Goa.


Adv. Rodrigues stated that the number of officers being given extensions and
being appointed on contract basis is alarming and that besides many are
being appointed as Consultants and Advisors on a very exorbitant
remuneration without advertising the posts thereby unnecessarily draining
the state exchequer.


Citing the example of the Law department Adv. Rodrigues stated that though a
full fledged Law Secretary has been appointed the Government has now created
a new position of " Legal Advisor" to somehow further accommodate the former
Law Secretary V.P Shetye without considering this uncalled for huge
financial burden on the state coffers.


Adv. Rodrigues stated that the Government's discretion of granting
extensions and making contract appointments should be invoked only in highly
exceptional cases where a suitable replacement cannot be found for a very
specialised or a highly technical post and lamented that some of the
extensions granted were to some very corrupt and highly incompetent
officers.

Lamenting that the Goa Public Service Commission has no independence and was
de-facto not autonomous, Adv. Rodrigues stated that transparency and
credibility in selections by the Goa Public service Commission would prevail
only if the Commission was chaired by a person of high caliber, integrity
and enjoying the confidence of the public.


Referring to the appointments made to various posts by the Goa Public
Service Commission, Adv. Rodrigues alleged that all tests and interviews
conducted by the Goa Public Service Commission are a mere eye-wash and that
it is common knowledge by now that the candidate to be appointed is selected
much before the recruitment procedure begins.
