I do know that you have some difficulty with the understanding of the differences between (1) Owning property in a place (2) Residency and (3) Voting in an election.
That is understandable.
I know too that you have some difficulty in the understanding of the differences between North, Central and South of a State in any particular country (say) in the US.
That is understandable.
Do you also have a problem the comprehension of the English language?
