Same modus operandi is followed outside compund wall of Don Bosco and in many corners of Panjim city. The one near Vidhyut Bhavan has been going on for over a year now. Do we not see so many empty shops with just one or two sweet jars and some cigarette packs but a crowd at the counter? The guy near Electricity department will be back in a few days. Police has to show some arrests for the records.
