On the surface of things, one would like to think: Oh what a bad country India 
is, oh what a good country Canada is.

On a very human level, I will not take away from the differences between the 
two, that makes the quality of life so much better here. But once you say that, 
one is not a great sinner and the other a saint.

Take the parallels between the recent death (or really murder) of Fr. Bismarque 
in Goa and the police shooting of a black man Andrew Loku in Toronto.

To make two long stories short, in Goa the facts of the murder are publicly 
available in Goa but no one cares and no one takes action.

In Toronto, the Special Investigations Unit which thoroughly investigates 
police shootings have compiled a detailed report on the shooting of Andrew 
Loku, but it is not being made public. If it were, heads would roll in a flash.

Which brings us to RTI. In India information is quickly available. In Canada, 
they are able to postpone giving it to you, until the matter dies away or you 
no longer want it.

As I said, a half dozen of one, or six of the other.
