Is the Amendment to the Mundkar Act and to the Agriculture Tenancy act is 
passed in collusion with the landlord including the church?

The Goa Government has recently done major changes to the Goa Mundkar Act  and 
Tenancy Act. 
The changes will effect the lower section of the society including the catholic 
community. It  may also displace them from the land which they have 
nurture/cultivated  for generations together. 
It appears that the force behind the present amendment is the feudal class of 
Goa. The church in Goa falls in Goa falls in feudal class as it is the biggest 
land owner in Goa . The presently amendment is passed by the BJP government may 
be in collusion with the Church and I have my own reasoning to believe so. 
The Church in Goa is known to raise its objections/voice/circulars/press note   
over any issue that  affects to it follower. Though the amendment to Mundkar 
Act and Agriculture tenancy act is bound to  affect major section particularly  
lower section of the Catholic community in the years to come,  Even then the 
church is silent over the issue. So far it has  not issued any 
notification/circular/press note  nor its priest are involved in educating the 
people over the issue. 
The church may be silent or mute  because the amendment is likely  to  benefit 
the church it being a landlord. The further  truth may the  amendment to the 
Mundkar act and the Agriculture tenancy act might have been done  by the BJP 
government also in  collusion with the church. If that is not the case then 
church will come in open in opposing the amendment or atlist it will take the 
lead in educating the poor masses over the amendments.
