Compulsory voting

The Govt . of Gujarat is toying with the idea of compulsory voting in local
elections ,It was earlier turned down by the then Governor with valid
reasons, The election Commission too has expressed his observations not
favouring it.  It is true that in many countries of the world such a
compulsion is in force The elections in India put minority Govt, in power ,
not representative of people, as majority abstain It is not surprising in
spite of being a holiday or paid, people abstain from voting .Now  at least
there is provision of NOTA, for those who do not like any one of those
wishing to seek their mandate But the outcome of this provision is
toothless, as it does not in any way alter the outcome. In a democracy the
choice of freedom also confers choice to abstain or not to vote .Forcing
voters to come and force them to tick NOTA is an exercise in futility
Democracy does not mean that others should do what I do, as that  is not
dictated by Constitution. Voters often complain that representatives are
not worthy of their position as legislators at various levels .Then  those
that abstain are very  a significant number Will the provision be made that
if the turn out falls below  a certain percentage, the elections will be
declared void and force reelections

What about punishments envisaged?   Is it the  fear of denial of privileges
perhaps that will motivate voters There is a clamour for recall of the
representatives, but all the  parties are not favouring such a move, citing
administrative constraints. Till date all eligible voters are not enrolled
and many are struck off the voter’s role .How then the Govt. is going to
ensure that all are registered as voters?  It is a gigantic task that has
not been accomplished 65 years down the line

Are there any fact findings about the educational background of non voters
 There  is  a feeling that educated and literate outnumber the others.,
Since the illiterate are in majority and are induced, coerced, threatened
and fearing  reprisals have no option, There are instances of goons
confiscating their EPICS with a price or  dire threats. Hence these numbers
always tilt the balance in favour of winners. The best alternative will be
to educate and convince the voters the need to participate in democratic
process, instead of lamenting later and cursing the system. Imagine the
administrative procedure  involved to take actions against crores of non
voters. Every right corresponds to duty, but citizens must feel the need to
follow consciously. Are there any statistical surveys, findings why voters
are reluctant to exercise their franchise and their indifference and non
involvement? Has lowering the age of voting made any significant
difference, but the youth are generally more enthusiastic and their
participation is tilting the scales

Compulsion must first ensure educating the voters, that it does not violate
constitutional provisions, providing voters cards, arrangement for boots in
close vicinity, safety and protection of voters and that  low voters turn
out below a certain percentage will be  called for reelection, NOTA listing
must be made more meaningful and effective to outcome of the results, There
is need for massive debate in stead of BJP trying experiments in isolation
and authoritarian manner overriding all sane  perceptions
