This seems the formula of success in Goa, principally
for non-Goans:  cheap real estate deals, rock bottom
migrant labor costs, next to no political and health
oversight by local authorities, and a big return on
the tourist market.   
My niece recently gave up going to Goa for the
Christmas holidays because a room in a modest hotel by
the beach, run by a non-Goan, was going for $700 a
night.
Tony should be more concerned that it is not Goans who
are buying up and fixing heritage houses for such
great investment deals.
