As Pointed by JC, best to always have some sweets in purse, or buy on whole sale prices and go to these places, and pay in these sweets. after all if they consider it as money so money it is. :)
This practice is done in KSA too, but now the Saudi government has minted so many coins because of this problem, that all retail outlets should have change with them. If not complaint can be lodged. These shops are practically selling the sweets to customers at retail prices instead of giving them at wholesale price. After receiving Sweets on two consecutive days, I (politely) asked the 'manager' about it. He shook his head and told me that the Sweets were the Change. On our last trip there (for that year) - I paid in Notes ( cash ) and Sweets ! I am sure the Manager did not like it....But, he just accepted the Bill as paid and That was it. jc
