Medicos and engineering students had, for long, held out
healthy competition to one another. This was also true in
Panjim, and was something that was also felt during our
student days in 1967, where we both studied in these fields.

Jose Colaco believed that we should address each other Jose
and Mingel, the Goan way. When I spoke of my two trips to Goa
in the last four years, he lamented the present day status of
the land we all call home.

  Both of us grew up outside Goa (he in Poona, and me
  in Belgaum). But we very fervently declared our
  love for Goa, her culture, customs, simplicity,
  cleanliness, unpolluted and serene beauty. Jose
  Colaco, who passed away while on a family holiday
  in the Dominican Republic last week and whose
  funeral takes place around now, held fast to this
  love affair till the very end.

I met Jose first via the CSU (the Catholic Students Union, an
organisation of the times which aimed to build a youth
leadership and organised frequent study circles or study
camps and sought to inculcate a religious spirit as well as
patriotism among the younger generation). It was a meeting
held at Don Bosco's.

Jose, I still recall, did create a ruckus on a point of order
and got the proceedings into a disarray. That is Jose for
you, and it was a role he indeed relished.

Observing the sane people and sorting them out from the rest
of the chaos, he decide who would form his close-knit group.
Luis Barreto, Yvette Silveira and me were part of this close
group whom I can recollect.

During many inter-collegiate elocution and extempore
competitions, we were participants. I would win. But Jose
would always come off from the leftfield, pose intricate
thoughts and shake-up the judges and the audience. Hence he
gained a following which filled the seats.

  Most importantly, debates were the held at the
  Clube Nacional between the students and the elders.
  (The latter included Carmo Noronha, Dr. Barbosa,
  John Chagas Pereira, journalist-editor Dr. Carmo
  Azavedo and Adv. Jorge Athaide Lobo). This time,
  Joe and myself were on the same side. We got the
  audience in fits of laughter; when the final voting
  results showed we had 95% approval.

There were many others occasions and speech competitions
which we participated at the Lions Club, Rotary Club and
Clube Vasco da Gama.

Jose always enjoyed playing pranks and spared none, more so
with his wife-to-be Emma. This continued later too. Various
accents of the Caribbean was his forte. He would call me and
pretend to be somebody or the other, and keep my wife engaged
in conversation for at least for five minutes. At the end she
would call on me to take over and we would both have a hearty
laugh.

At one point of time, the CSU was helping the Panjim church
by way conducting bingo (housie) during its feastday fairs. I
was in charge of the bingo and the funds collected. Suddenly,
the cash box went missing, throwing me into a state of panic.
It was only later on that I discovered prankster Jose had
hidden the missing stash at the famed landmark in the
locality, the Singbal's book store.

Jose loved to argue and always eager to start an
argument, even if it meant loading up some folks
with feni. Capuccina was our normal hang-out. It
was thrilling to watch Jose arguing with Alfred
Tavares, both not wanting to give up. Alfred, as
those active in cyberspace would know, went on to
become an active journalist in Sweden, who also

As far as the youth then went, there were two major groups at
the time, the Campal and the Altinho boys, who had their own
cars and Vespas. We had none. Hence we walked everywhere.

When we had the time, we visited the Navhind Times editorial
section, to get advance information on the next day's news.
Balan, Vernon D'Souza and [the still active in journalism]
Cyril D'Cunha would always welcome us. Jose would take us on
his medical rounds at times.

Most of the time I would eat at George Bar

Goa’s Principal *Chief Conservator of Forest* (PCCF) *Ajay Saxena* has today
assured that swift and deterrent action would be taken against Khushali
Mamlekar for having illegally chopped hundreds of trees in the Wild life
Sanctuary in Karanzal village at Collem.



Ajay Saxena who is currently in Delhi was telephonically given details of
the chopping of the trees. Also sought was strict action against local
Range Forest Officer Dyaneshwar Kudalkar for being hand in gloves.



Almost 60 acres of forest land has been ravaged by Khushali Mamlekar with
the tacit blessings and support of former local BJP MLA Ganesh Gaonkar.



Khushali Mamlekar has been drawing salary as a Government teacher of a
Primary school at Collem without attending his duties at the school.



Khushali Mamlekar was charged and faced trial in 2004 for the electrocution
of two bisons but was acquitted of the offence as some witnesses turned
hostile. Khushali Mamlekar’s wife Kiran is currently the Sarpanch of Collem
Panchayat.

[Goanet] REMEMBERING DR WILFRED DE SOUZA ON HIS 90th BIRTH ANNIVERSARY

Dr Wilfred de Souza was a gregarious, outspoken and a great Goan. The
outstanding surgeon turned politician had a very long innings on Goa’s
political turf.  With surgical precision he was the architect of many
governments he assembled and also dismantled. He was very knowledgeable, a
person with whom you could have an enlightening interaction on any issue.
As a politician he led a rather very simple, modest and humble life.



Dr Wilfred de Souza belonged to a genre of politicians with qualities of
head and heart who cannot survive in today’s politics. Today a politician
has to be thick skinned and a hypocrite to the core. He has to be ready to
break and bend all the rules to survive just as is being done by the
current politicians in power. Politics today is no longer a mission, not
even an honest profession. It has today been reduced to a scoundrel’s last
resort. It has become a ruthless business, with morals and ethics twisted
beyond recognition, thrown to the winds or long buried deep in the slush of
ignorance and thuggery.



I was privileged to have personally known the great leader
Dr Wilfred de Souza for over four decades. He was always extremely
outspoken and one who was not known to mince words in what he had to say
and convey. A few of Dr Wilfred de Souza’s tribe of politicians remain and
will be remembered for the good they have done for Goa. About the rest and
in particular the current bunch of politicians who have been leading and
steering Goa down the gutters there will be no obituary to write. Posterity
will never forgive them for their selfish role in the irreparable damage
and destruction of what was once known as beautiful Goa, the Paradise of
the East. Dr Wilfred de Souza who had passed way at the age of 88 must have
been a sad man to witness the rampant destruction and devastation of Goa.

The email below addressed to Stephen contains misleading information. The
FCC article states that in the U.S. antennas typically transmit 5 - 10
watts per CHANNEL, NOT per ANTENNA. Each antenna has many CHANNELs or
transmitters. In the U. S., typically an antenna has 63 channels. The
safety limit permitted by the FCC is 500 watts effective radiated power per
channel corresponding to an actual power output of 25 – 50 watts per
channel. Please see the following quotes from the FCC article to verify
what I am saying:

QUOTE
At a cell site, the total RF power that could be transmitted from each
transmitting antenna at a cell site depends on the number of radio channels
(transmitters) that have been authorized and the power of each transmitter.
Typically, for a cellular base station, a maximum of 21 channels per sector
(depending on the system) could be used. Thus, for a typical cell site
utilizing sector antennas, each of the three transmitting antennas could be
connected to up to 21 transmitters for a total of 63 transmitters per site.
When omnidirectional antennas are used, up to 96 transmitters could be
implemented at a cell site, but this would be unusual. While a typical base
station could have as many as 63 transmitters, not all of the transmitters
would be expected to operate simultaneously thus reducing overall emission
levels. For the case of PCS base stations, fewer transmitters are normally
required due to the relatively greater number of base stations.

Regarding the various symptoms and brain tumors claimed to be caused by
cell phone and tower radiations in the email to Stephen below, none of it
is supported by evidence in humans in the medical literature. There is in
fact CONCLUSIVE EVIDENCE in support of the following:

1. The incidence of all cancers put together is declining in the U.S.,
India and many other countries since 1992 while cell phone and Wi-Fi use
has gone up from 0% to 100% during that time.

2. The world-wide infertility rate has remained unchanged over the past 20
years while cell phone and Wi-Fi use has gone up exponentially.

3. The fetal mortality rate in the U.S. and many other countries has
decreased since 1990 while cell phone and Wi-Fi use has increased
exponentially.

Now regarding the so-called Bio-Initiative Report here is what I wrote in
my review of it a couple of years ago.

The report appears to have been assembled in a hodgepodge manner by two
co-editors, one a man named David Carpenter who is a physician, and a woman
named Cindy Sage who is an environmental consultant. Her consultancy
practice is called Sage EMF Design. Please see:

As I had suspected, there is a lot of biased selective reporting of
non-reproducible and flawed studies with positive results in this report.
Indeed, some research papers cited were retracted by the original authors
subsequently, presumably because they were erroneous or could not be
replicated. But the BIR 2012 does not mention this fact. The negative
studies are largely ignored, contrary to the important precept in science,
which regards even a single instance of falsification as the basis to
reject a hypothesis.

In general, it is a misleading and shoddy report. That is why many experts
and expert committees in the EMF field have roundly criticized and rejected
this report, and its 2007 version, which was, for the most part, the same
as the 2012 version.

If we follow all the ridiculous recommendations of the authors of the
Bio-Initiative Report, we would have to give up electricity, radio, TV,
radar, cordless phones, WiFi, internet, satellites, computers, cell phones,
microwave ovens, etc. and live inside a copper wire cage to protect against
cosmic radio waves and cosmic microwave background radiation. In short, we
would have to revert to the 17th century using the copper wire cage as the
only useful technological advance.

MPT CHIEF IS TOO OPTIMISTIC ?

The hue and cry all over Goa, about the coal pollution at Marmagoa harbour
and surrounding areas of Vasco town,  is a case of concern for all the
residents of Vasco town, Dona Paula  as well as all Goans.
It will surely be polluted  if the coal industry  comes to Goa and that the
residents of town, will suffer first due to coal pollution and people
living there will get pulmonary disease, asthma ,  breading problems etec
if not well controlled.
May I ask this MPT chief whether he is ready to give an affidavit to the
Court, saying there will be no such effects as mentioned by him in a
section of press today ( 23.4.2017) that Pollution will be well within the
norms in this Port?
Now the MPT chief is planning to resume Mumbai-Goa cruise by October this
year, and also seeking to get back old ferry services from Baina ( Vasco)
to Dona Paula which we all know it was a fancy proposal because earlier it
has been discontinued on various technical reasons and now whether he is so
optimistic that this service will come to existence is a million dollar
question for us. Hats off to him if is a reality. Hopefully once it started
there won't be a  set back and go back to square one.
Let us wait and see that all his plans whether it materializes or else he
shamefully may have to leave Goa Port?

They have been single mindedly working towards these goals with generous
donations from NRI Indians based in USA, UK, Canada, Australia, NZ etc.

The sangh parivar plans do not stop at the Muslims. They include
Christians, Communists and secular minded Hindus among other Indians. The

Just replace the words 'socialist' for 'muslims' ,  'trade unionist' for

Subramanian Swamy inadvertently let out this plan in 2000 when he was at
loggerheads with the RSS.

Christians are also facing persecution but in a more subtle manner.
Christian NGO's are having their licences cancelled. Foreign donations are
blocked or asked to be re-routed through hindutva organisations. In the
rural areas christians are beaten and intimidated, their places of worship
demolished.

Yes, India is in for very trying times. All those who rooted for this govt
now have plenty of time to ruminate.

Saving Goanetter Men from Internet Addiction
ADOPT an unwritten rule:
All Goanetters should post AT LEAST once a month on topics of common 
interests.Veteran Goanetters should limit their post to only one a day.Thus 
Goanet is not a one-way street.
I am currently reading an article about Florence on the verge of Renaissance.  
And in many ways, Goa and Goans all over need a modern day renaissance 
(rebirth).   Everyone in Florence of the 15th century was eager to work. 
Idleness was despised. The whole society had an energetic spirit.  The average 
worker had their professional guild (trade union) that gave them pride in their 
work.  The folks worked hard and undertook many small things like enjoying (and 
supporting) life, nature, animals, gardens, dressing-up, supporting the 
artists, - musicians, theater, actors, painters, sculptors. Decorating one's 
own home is a great satisfaction; with bringing the outdoors into one's home; 
and in the process having a ripple effect on the economy of society and the 
standard of living. 
The person of the Renaissance is described as "a thinker (not just critique and 
finger-pointing), an artist, an investigator, person of learning and person of 
action.  They lived a dozen lives in one."

To bring this thread to a fruitful and productive end, here are some 
suggestions that take into account the several opinions expressed.

It quotes: An ERP of 100 watts corresponds to an actual radiated power of
5-10 watts, depending on the type of antenna used. In urban areas, cell
sites commonly emit an ERP of 10 watts per channel or less. For PCS cell
sites, even lower ERPs are typical.
This implies that in the urban areas, power transmitted from each antenna
is 0.5 to 1W. I have attached FCC-oet56-ed4-1999.pdf
(Please see Page 21 of this document).
In India, operators are allowed to transmit 20W of power per antenna
even in the urban area. There may be 10+ antennas, so the total power
radiated will be 100's of watts.

I have attached this document and highlighted some portions in the red
color, which shows there are health hazards. No conclusive evidence does
not mean no evidence. Also, many results presented show exposure duration
for short time.

Please refer following para from Page 4 of this document.

Whereas one study showed increased glucose metabolism in the region of the
brain close to the antenna compared with tissues on the opposite side of
the brain (2

found reduced glucose metabolism on the side of the brain where the phone
was used.
I downloaded Ref (3), they have used exposure of only half hour and hence
no negative effect. However, when people use cell phones for hours per day
over a decade, there are substantial health hazards, such as hearing and
eyes problems, headache, sleep disorder, lack of concentration, memory
loss, brain tumor, etc.
This document specifically mentions that long time exposure caused health
problems.

attached its conclusion.

We have been also emphasizing overuse of cell phone is harmful and
the transmitted power from cell towers must be reduced to <1Watt especially
in the densely populated areas.
