Though the Mhadei issue is in discussion for a long time, some of the
organisations from Bicholim and Sattari have roped in the general public by
making them aware of the seriousness of the issue.
In the forefront has been an organisation –Goykarancho Aawaz who organised
a special talk for the general public highlighting the Mhadei issue.
Eminent environmentalist Rajendra Kerkar made the general public aware
about the issue.
“There are 11 rivers in Goa and the Mhadei River is one of the most
important rivers which is 111 kms long. In all, six talukas get water from
this river as several water treatment plants are totally dependent upon
this river”, said Rajendra Kerkar who is fighting this battle for a long
time.
During a programme he said that Mhadei comes from a small spring but later
takes a huge form as it enters Goa. He highlighted the importance of Mhadei
River to the people and also showed some of the rare pictures that he had
captured long time ago.
“There is a need to bring about public awareness among the masses. The
traditional silt based cultivation is only found on the basin of this
river,” Kerkar said. He rubbished the claims of Karnataka that since the
water enters the sea it is wasted and told that this process is required to
maintain the ecological balance in the sea.
A lawyer, Adv Shivaji Desai, came down heavily on all the 40 MLAs and said
that no one has studied this issue except the Chief Minister. “Public
should be made aware about this issue as Karnataka is trying to divert the
water when about 21 villages in Sattari taluka are forced to get water
through tankers. Goa has no water policy and we are dependent even upon
Maharashtra for waters of Tillari,” Desai said.
Another organization Amhi Goynkar also organised a programme for bringing
about awareness among the people of Bicholim. There were several speakers
including Adv S N Joshi, Adv Ajitsingh Rane; Animal Rescue Squad chief,
Amrut Singh and several other prominent persons from Bicholim and Sattari
who dealt with several aspects of Mhadei.
The organisation went a step further and also submitted a four-page letter
to the Chief Minister expressing strong resentment over the CM’s letter
given to the MP and Karnataka BJP State President, B S Yeddyurappa.
Taking a step further the Vivekanand Environment Awareness Brigade from
Keri Sattari also staged a street play on the Bicholim KTC bus stand.
Pamphlets and other material related to Mhadei were also distributed to the
people.

Hi Eugene, Thanks but no thanks for cribbing over this. If your email
account does not bounce mail (and Gmail seldom does, unless overfilled),
then you should have no reason to be automatically switched to 'no mail' on
the Goanet list.

We at Goanet do appreciate that occasionally email accounts do bounce mail,
despite everyone's best efforts. And the Goanet Volunteers Team does try to
restore things, whenever possible.

But then, this is all volunteer work

Instead of simply carping, would you like to light a candle, and help
improve the situation? Would you like to volunteer to help build this
23-year-old team effort by posting useful and interesting Goa-links to the
group on a regular basis?

And I don't mean just pot-shots and flame-baits against those we have some

For 20 years, Goa’s property prices only rose. The only question has
been how fast rates will tick higher. Sums demanded and received per
square metre more than quadrupled in two decades in a market fed by
rapacious demand from the newly moneyed classes of India. Everything
on the market went incredibly fast, from tiny flats in giant complexes
to every size of village houses, to all categories of land. This has
been a lawless gold rush, exactly like the broadest excesses of
illegal mining that used to rule in India’s smallest state. Every
possible norm has been routinely flouted. The entire regulatory system
has become riddled with corruption. A pernicious builder-politician
nexus now reigns.

Exactly the same happened everywhere else in India, so it would be
unrealistic to expect vulnerable little Goa to fight off powerful
forces that have already subsumed the mega cities of the subcontinent
such as Delhi, Mumbai, Bengaluru, Chennai and Hyderabad. This tiny
state’s real estate demand has been buoyed by ceaseless growth in the
rest of the country. New-build flats and condominiums in the state
were grabbed en-masse by metropolitan Indians seeking second or third
homes, while heritage houses and other larger (and much more highly
priced) properties found ready buyers from the rapidly burgeoning
wealthiest “one per cent” of the country.

Just as the Goa property boom was always directly correlated to what
happened in the rest of India, there are now glaring signs that
decline is on the way. Home sales around the country dropped steeply
in 2017 to the lowest level recorded in almost a decade, nearly 40%
lower than 2011. According to property consultants Knight Frank India,
consumer confidence in real estate has plummeted. New home launches
are dramatically reduced in all major marketplaces, down by over
three-quarters. Sales have declined for seven years in a row. Average
home prices actually slipped lower, 7% in Pune, and 5% in Mumbai.

For at least a decade, many red flags were raised about India’s
property bubble. It has always been apparent it is the beneficiary of
much of the country’s unaccounted money. Across many markets,
including Goa, there has been a mystifying disconnect between rents
and property values, where the former remained stagnant even as buyers
kept paying more to own. This goes against every economic guideline,
and is the clearest possible indicator that real estate became a place
to park undeclared cash. Add up environmental devastation and the
devastating social damage suffered by communities subjected to
unwanted real estate construction, and the real costs of this
artificial bubble’s alleged “development” are staggeringly high.

The greatest tragedy of the 21st century is watching so many countries
pursue proven failed models like so many blindfolded lambs to
slaughter. There was no reason for Goa to follow the very bad example
of cities gone mad with construction such as Delhi or Bengaluru.
Charles Correa repeatedly warned Mumbai about its inevitable fate if
it did not seek enlightened urban planning solutions (which he
offered), but the city heedlessly ground its own future into dust.
Now, it seems the late architect’s own homeland will also ignore his
advice and counsel, shelve his recommendations and hurtle headlong to
inevitable collapse.

Here, it should be noted that India mindlessly follows China, which is
repeatedly cited as the example to be emulated. The heavily touted
‘Gujarat model’ is minutely modelled on what Asia’s biggest country
has done for its citizens. This also extends to creating, ignoring and
denying unlimited pollution and hazardous industrial side-effects, as
well as a myriad other negative aspects.

All this is especially relevant to real estate and the property
bubble, which rose to unprecedented levels in China, eventually
accounting for over one-third of its historic GDP rise to signal its
emergence as a world power. Just like in India, the boom was lifted by
pure speculation and heaps of bank debt. But then prices stabilized,
and again, eerily like across the border in cities like Mumbai, they
slid appreciably last year. Now there is a panic and fear about a
crash on the scale that would easily bring down entire national
economies with it. But Chinese investors are lucky. The omnipresent
state has both, will and wherewithal, to weather the most severe
financial storms. There are no similar safeguards in India, which
shows all the same dire warning signs as its giant neighbour.

After over a decade the Supreme Court has finally cleared the decks for
Mauvin Godinho to face trial in the infamous 1998 Power Scam case. The case
against then Power Minister Mauvin Godinho who is now Panchayat Minister
was pending before the Supreme Court since 2007. It was on Manohar
Parrikar’s complaint that the power scam case was registered against Mauvin
Godinho while ironically the Complainant and Accused are now part of the
same cabinet.



A bench of the Supreme Court comprising of Justice N.V.Ramana and Justice
S. Abdul Nazeer on 17th January while declining to give Mauvin Godinho any
relief asked him to argue all his defences during the trial before the
Special Court under the Prevention of Corruption Act.



As foes now turned friends, Mauvin Godinho and Manohar Parrikar may connive
to sabotage the trial, there is a need to appoint a Special Public
Prosecutor to ensure that Mauvin Godinho’s trial is not derailed and
proceeds strictly in accordance with law.



On October 26, 2007, Justice Nelson Britto of the Bombay High Court at Goa
had directed framing of charges against Mauvin Godinho under Section 13(1)
(d) (i) and (iii) of the Prevention of Corruption Act, 1988 read with
Section 120B of the Indian Penal Code.



Justice Nelson Britto had in his order also noted that the charges
against Mauvin Godinho came to be investigated and charge sheet filed based
on a complaint filed by Manohar Parrikar and that it appeared that the case
took different turns depending upon which government was in power in Goa.



With the trial of Mauvin Godinho now set to start propriety demands that he
should not continue as a Minister. Infact the BJP while in the Opposition
had successfully demanded the resignation of then charge sheeted Minister
Dayanand Narvekar. So Manohar Parrikar should now Walk the Talk as there
cannot be double standards.



The corrupt and criminal minded need to be uprooted from the political
spectrum for there to be a ray of hope for our polity. The Supreme Court
has rightly observed that in the interest of the nation the criminal cases
involving politicians must be speedily disposed. Expressing the need for
decriminalization of politics, the Court has exhorted the necessity to
create Special fast track Courts to deal with cases against politicians.



In a landmark Judgment the Supreme Court in 2014 advised not to induct as
Ministers charge sheeted persons facing trial. The Court said that
criminalization of politics destroyed people’s faith in democracy and
persons, howsoever high could not be exempted from equal treatment. It said
constitutional morality, good governance and constitutional trust expected
good sense not to recommend any person with criminal charges from being
appointed as a Minister. The Court further observed “criminalisation of
politics is anathema to the sacredness of democracy. It is worth saying
that systemic corruption and sponsored criminalisation can corrode the
fundamental core of elective democracy and, consequently, the
constitutional governance.” The Court also said “A democratic republic
polity hopes and aspires to be governed by a Government which is run by the
elected representatives who do not have any involvement in criminal
offences”.

As many would know, Koha is a powerful Open Source integrated library
system (ILS) used in many parts of the world in libraries, schools,
universities and by the public. Its name comes from the Maori term for gift
or donation.

Koha has most of the features that would be expected in an ILS, including:

   - Various Web 2.0  facilities
   like tagging, comment, Social sharing and RSS feeds
   
   - Union catalog facility
   - Customizable search
   - Circulation and borrower management
   - Full acquisitions system including budgets and pricing information
   (including supplier and currency conversion)
   - Simple acquisitions system for the smaller library
   - Ability to cope with any number of branches, patrons, patron
   categories, item categories, items, currencies and other data
   - Serials system for magazines or newspapers
   - Reporting
   - Reading lists for members
   - Off-line Circulation
   - On- line Circulation
   - Segmentation of the line
