One glance at Panaji's iconic Azad Maidan is enough to see everything
that has gone terribly wrong with Goa. The famous grounds - as old as
the capital city itself - lies torn to pieces. Massive mounds of
rubble and mud cover its once-pleasant expanse. A large portion of its
attractive, quasi-European black metal railing has been bludgeoned
away, and is now being replaced by horrendous monstrosity, exactly
resembling the worst of Bollywood crudity. Worst by far, the
beautiful, ethereal neo-classical monument at centre - sacred resting
place for Goa's seminal nationalist - is dominated by a freakishly
large, extraordinarily ill-conceived toilet.

It's not only Azad Maidan being flushed but also democracy itself
along with every standard of urban development. This is now the norm
for the current administration, where outrageous scam "infrastructure"
has become its signature activity. Highly dubious, unbelievably
expensive projects are underway all over Goa even as the state debt
burden has soared past unsustainable to the verge of bankruptcy. There
is a detectable pattern - opaque project planning, total lack of
oversight, zero public participation, huge cost over-runs, and a small
set of crony contractors.

Even as the rest of Goa gets royally messed up, the multi-crore
toileting of a cherished landmark particularly demonstrates how bad
things are. The Corporation of the City of Panaji (CCP) has no
official knowledge about what is underway at Azad Maidan. Mayor
Surendra Furtado says no plans have come to his office, and he has
given no permissions. He has a conspiracy theory that the ground has
specifically been made unusable for demonstrations and rallies - its
historic purpose for over a century - but that doesn't explain the
gargantuan lavatory looming over the remains of poor Tristao de
Braganca Cunha.

Cunha - often called 'The father of Goan nationalism' was the voice
and advocate of the Indian Congress Party in France in the early
1920s. It is because of him Romain Rolland learned about Gandhi. That
history and great legacy is only part of what is being disrespected by
the lavatory which now casts its shadow on his tomb.

There is also the monument to the martyrs of Goa's freedom struggle,
which stands like a meek bookend to the colossal concrete latrine that
now commands the north end of Azad Maidan.

Panaji MLA Sidharth Kunkalienkar is one man with some answers, which
he kindly shared over the phone. According to him, the last renovation
of Azad Maidan took place many years ago and the ground was not in a
good condition (this is accurate). Then added that literally only one
family lived on the square (which is not accurate). He said work has
been initiated under the Atal Mission for Rejuvenation and Urban
Tranformation by Goa State Infrastructure Development Corporation
(GSIDC). And when asked if any architects had been consulted, he said,
"LKS".

Like Louis Berger a few years ago, this Spain-headquartered
consultancy has become the favoured vehicle for dodgy projects in Goa.
The company website says the state government is "our main customer in
India" via GSIDC. Its projects (Azad Maidan isn't even listed) are a
laundry list of very bad, environmentally unfriendly ideas: the
ridiculous walkway overhanging the Baga river, the likely illegal
'redevelopment' of beach areas in Miramar, the sinister-sounding
'redevelopment of one of the premier tourist destinations...where
several Bollywood movies have been filmed' (probably Fontainhas).


Connect the dots. It is the deeply flawed 'Holistic Master Plan'
created by this same LKS being used to ram through Panaji's 'Smart
City' scheme which will involve unprecedented levels of money being
expended in the tiny riverside city. The obliteration of everything
charming about Azad Maidan is thus quite possibly only the beginning.
The fact is all of India's most charming little capital is now
threatened with the same fate. If they can do this to the centerpiece
of Goan democracy, on the same turf as the monuments dedicated to the
state's most cherished heroes, just imagine the size and scale of the
urinals we can expect in the rest of hertage Panaji.


Last word to Panaji native Raya Shankhwalker, who writes, "In my
experience as a practicing architect in Panjim, I have seen so many
examples of heedless obliteration of carefully planned urban
infrastructure. This wonderfully situated riverside city was very well
planned in a gridiron pattern...All through the city, large and small
public squares and gardens provided recreation space for activities
that make and define a successful and civilized environment ...all
this has been systematically dismantled."

   Penned by a college graduate, so there is little to offer a camel herder by 
way of rational twenty first century reason.  But then, we cannot reason with 
Trump's mob, 
anywhere.

    A collapse of Mosul's dam is being predicted by people in the know. 
Hussein's monument, it should never have risen on an unstable river bed. It is 
just to painful to contemplate and I hope it does not come about.     If it 
does, the geography of the region will be erased, sweeping along a people and 
their history. Will we inherit a wishful thought that perhaps a meeting  of the

 WHY WAS HUSSEIN & WHY DOES HIS SACRIFICE MATTER 2016

This is the story of Karbala, the story you were never taught, the story your 
children will never learn.

History books will never teach you of a man named Hussein or a land named 
Karbala. You have never learned of the day 72 stood against an army of 30,000 
and won. No one has ever told you the story that the great British historian 
Edward Gibbons said will "awaken the sympathy of the coldest reader."

You have never truly heard of Hussein, Karbala, or Ashura, and you probably 
didn't need to. No, this time in Islamic and global history never meant 
anything, until now.

More than 1300 years ago, Hussein (as), the grandson of the Prophet Muhammad 
(as), rode with his family and army to Kufa, Iraq after the people of the city 
pleaded with him to save them from the oppression of their caliph, Yazid I. 
During the journey, his caravan was intercepted and diverted to Karbala, Iraq. 
There, he and his family were denied access to water (in the scorching hot 
desert) for three days. After a long stalemate, orders from Yazid arrived to 
kill Hussein and his people. Yazid's army did just that, murdering 72 of them 
and taking the women and children they hadn't killed as prisoners.


Currently, in 2016, the story of Karbala means more to Islam and the world than 
anyone can imagine.

This is why you need to know about the Battle of Karbala -

1) Oppression In The Name of Islam

If you think ISIS has only been around for the past couple of years, it's 
because you were never taught about the story of Karbala. Hussein was fighting 
the same ideology almost 1400 years ago. He refused to pledge allegiance to 
Yazid and his father, who murdered, tortured, raped, and oppressed people in 
the name of Islam. In reality, they didn't follow any of the pillars of Islam, 
nor did they care about the fundamental institutions of society that held 
people together no matter their culture, race, or religion. Sound familiar?

Their first victims? The followers of Hussein - Shia Muslims. In Yemen, Iraq, 
Bahrain, Kuwait, and other countries with Shia populations, the followers of 
Yazid's ideologies launched full on attacks. They eventually upgraded to not 
only Shias, but Sunnis, Druze, Ahmadies, Christians, and any person who stands 
in their way of tyrannical rule and widespread oppression.


Karbala and the day of Ashura (the day the massacre occurred) can teach us a 
lot about unity. This story is not about Good Islam versus Bad Islam. It's not 
about Hussein versus Yazid. It's not even about Right versus Wrong.

It's truly, and utterly, about Good versus Evil. That is what united people to 
fight for and alongside Hussein on that battlefield, the simple story of Good 
versus Evil.

in the name of good and not evil. Despite being an old man, and Hussein urging 
him to stay away from the battlefield, John gave his life for the stand against 
oppression.

Hussein, his family, and friends, all of different races, cultures, and 
religions, stood hand in hand against an army of cruelty. If we, today, in 
2016, can put aside our differences and hunger for power and domination, we can 
easily defeat anyone who stands in the way of keeping humanity safe and 
inherently good.

Ashura and his story to bring all kinds of people together for charity,

Let's not kid ourselves about unfair coverage by left-wing media about Trump. 
Even now, after more than two months into the elections, they are still dishing 
out mostly garbage about Trump - and that includes the sore losers here in 
GoaNet.

The road is NOT AT ALL rocky for Trump - this is a left-wing fantasy. In fact, 
Trump is enjoying humongous support with Americans who voted for him - keep 
dreaming that Trump will be a lame duck in the White House. Most Americans are 
all about inclusive society. Do you know how many KKK members exist in America? 
How many votes do you think Trump got from these outliers? 

Sure - they might have voted for him but Trump won because of the wins in the

As a centrist Democrat, what I have come to understand about American politics 
is that the Democratic party has lost its way. They better kick the Clintons 
out of there and re-group with better strategies and enlist the help of more 
firebrand politicians such as Bernie Sanders and Warren Elizabeth, if they want 
a fighting chance to take on Trump in 2020. The way Trump is calling the shots 
right now, even a firebrand Democratic politician will have an up-hill battle 
to win against Trump after four years - unless Trump completely screws it up in 
the first term.

I have been keeping a close tab on what the left-wing media was flooding to the 
American public. None of them ever thought Trump would win. Most pollsters and 
bookies were so confident that Hillary would win that some of them even started 
paying off betters in advance. How crazy was that!

Most idiots still do not get it as to why Trump won - chief amongst them are:
1. Jobs - American jobs have been heading for the exits for years leaving 
scraps for people in America. This was primarily driven by greedy corporate 
America and the Chinese and Mexicans.

2. Border Security - Why should US NOT beef up its own border security and keep 
illegals out? Democrats want open borders because they benefit from additional 
voter base. Pretty much most latin American immigrants, tend to side with the 
Democrats because of the largesse they get from Democratic politicians. I don't 
want my tax dollars to subsidize the illegals.

3. Islamic Terrorism - I personally believe Obama was too easy on these guys 
who have chopped off the heads of Americans in ISIS controlled areas. I believe 
Trump is going to wipe these punks off, using smart military tactics. This is 
one of the reasons he is pandering for Russian support.

4. China - This country has been hurting America on several different fronts. 
You need someone tough like Trump to play hardball with the Chinese. Just 
remember - China needs America (and its allies) more than the other way around. 
I expect Trump to use strong arm tactics to get China to contain N.Korea as 
well.

5. Obamacare - I am a big fan of this signature legislation by the outgoing 
president. But it needs improvements. Even though the Republicans are 
indicating that they will repeal and replace - I don't think the Republicans 
will make it any worse than what it is now. On the contrary, I think they will 
make it much better. I have said this before - the Obamacare eggs have already 
been scrambled. You can't un-scramble them. At most, one can tweak the meal in 
a few ways and make 'Egg Bhurji' out of it and I am fine with that.

6. Reconstruction - America is showing signs of crumbling infra-structure. Even 
the newest airport terminal in Mumbai will put the JFK airport and La Guardia 
airports to shame. Trump once said, he feels ashamed to see these eye sores. I 
expect Trump to go on a massive spending binge to rebuild crumbling American 
infra-structure. This would drive up employment in America - by rebuilding 
America and hence - Make America Great Again.

7. Immigration - It has been falsely published that Trump is anti-immigrants. 
This is not true. I am an immigrant and I pay huge taxes. Do you think he wants 
me out? 

No way! 

In fact he would love people like me to to live here and contribute to American 
economy.

What Trump is against is the free loaders - those who jumped the ships, US 
borders etc and sucking up American resources by way of free

Who should we vote is a Hobson`s choice for voters. Every party seem to be
confident of majority, Only AAP, Congress,  MGP are fielding large  number
of contestants, The smaller parties want to fish in troubled waters by post
poll alliance and coalition dharma .Congress appears to be finding
difficult to nominate even at such late hour and at the same time Monica,
Babu Azaogaoncar, Madkaikar, Mouvin Godinho, Monserate  are out of
Congress. GF does not want to split votes, but what actually are they up to
just testing waters with motley contestants? Revolts are visible all across
parties with dissidents left out in lurch .Is it any wonder everyone comes
together to share a pie, whether GF, GVP ,UGP,GSP Congress and MGP & GSM
, only BJP is sweating out alone with support of some independents .The
parties trying alliance are ideologically at cross roads but hate of BJP is
glue.

Both Congress and BJP have set in disillusionment with voters with numerous
U turns, hence it appears to be turn of AAP  also deserving a chance by
young voters, who see hope at the end of a dark tunnel

Do we need those that dictate our choice of food, dress, our own money and
sow seeds of  hatred, ? Insensitivity, false sense of patriotism ,
Nationalism  and are fed with speech diet. The centre of all attention is
an individual I , me and myself  philosophy ,with all others merely
mouthing platitudes of approval, blindly supporting all policies. The only
remedy is continuously changing parties and individuals. Most of the
institutions of democracy are under strain playing second fiddle The voters
need to pierce the smoke screen of deceit by promises before elections

It is true that Ant?nio Lu?s Santos da Costa (commonly known as Ant?nio Costa) 
is currently the 119th Prime Minister of Portugal 
(https://en.wikipedia.org/wiki/Ant%C3%B3nio_Costa) and he is of Goan origin.

However, even Ant?nio Costa seems to be unaware that his 4th direct cousin 
Alfredo Jorge Nobre da Costa who is registered in the history books as the 
106th Prime Minister of Portugal 
(https://en.wikipedia.org/wiki/Alfredo_Nobre_da_Costa) was also of Goan origin 
(as you can see from the Wikipedia reference).

Ant?nio Costa and Alfredo Nobre da Costa are 4th direct cousins, which means 
that they have the same great-great-great-grand-parents whose names were 
Ant?nio do Rosario Gonzaga Alvares and Maria Josefa Esperanca Alvares. This

The opposition is rightly calling  replacing Mahatma Gandhi behind the
charka on diary and calendar  of KVIC a narcissistic streak. It smacks of
self promotion of personality cult, as self presenter, political sycophancy
at its best trying to be arch of Indian history replacing Gandhi behind
Charka, first time and by a first P.M. The simplistic, laboured
justification, rationalization is not appreciable. Does it amount to
appropriation of Gandhi legacy by RSS prachayak ? RSS always tried to kill
him and try to portray him through spectacles symbol and this  ia a step to
wipe out his legacy. History and recent incidents, stand is clear about
twist to his assassination and glorifying Godse to the extent of building a
temple and disowning Godse as RSS member

Gandhi has absent on Kadhi diary and calendar for 7 times, but was not
replaced by anyone and especially by a politician or any past P.M. The
first protest arose from employees and not opposition parties. There is no
compulsion to continue his icon in perpetuity it is said and it was
neutral  decision of the KVIC board but gladly lapped out.  It is well
planned strategy to give credibility to inefficient organization by Modi
image. It s another matter that Modi is systematically grabbing all
National  building icons may be Sardar Patel, Ambedkar,  J Nehru jacket.
The BJP grouse of justification is over 450 projects are named after Nehru,
Rajeev,  Indira Gandhi, Sanjay to promote first family and no projects
after Shastri Narshima Rao ,Ambedkar conferring Bharat Ratna in 19961 and
even  appropriated legacy byusing Gandhi surname .

Is Modi acting as an  ambassador , marketing and branding exercise with
profits rising to all time high 35% and with no P.M having ever given
fillip to KVIC?.  Modi has distributed 500 spinning Charkas and is
commended for record sale of one day  of one crore .It is moving away from
mere empty symbolism, giving self reliance and empowering women.  Modi had
been accused of wearing a 10 Lakh suit in contrast to langot of Mahatma.
.The product by KVIC now are machine made polyester combination and not
cotton on Charka.

It is not another criticism by opposition berating P.M but trying to be at

INC: 1 IND: 1 TRIVIA Construction work for the existing legislative Assembly 
building began on January 22, 1994. It was inaugurated by the then Prime 
Minister Atal Bihari Vajpayee on March 5, 2000.

On March 23, 1972, Dayanand Balakrishna Bandodkar was sworn in for a third term 
as Chief Minister. On August, 12, 1973 he passed away in harness. His daughter, 
Mrs. Shashikala Kakodkar, who had been Minister of State for Health, was sworn- 
in as the new chief minister.

1972 Team Herald SANQUELIM: The battle for Sanquelim is simple. Win back the 
hearts of the mining affected.

But it will not be an easy task because the mining affected do not really know 
whom to trust. The BJP which promised them livelihoods due a full- fledged 
restart in mining operations BJP claims that the party has brought about 
development.

However, the other political parties feel that there are several issues which 
were overlooked by the government.

These neglected issues, they feel, will help them in garnering votes in the 
coming Assembly elections.

Major part of the Sanquelim constituency, including Pale, Surla, Navelim and 
Kudnem, is a mining belt and the people here are totally dependent upon mining. 
After mining was stopped, they had to suffer serious hardships. Now the mining 
activity has resumed in the area but people feel it would take time to heal the 
wounds of the truck owners. The candidate’s victory in the constituency would 
also depend upon where these votes would fall.

“ We have brought about all round development of the constituency and BJP has 
also looked into the issue of truck owners when mining was stopped,” 
Sanquelim’s sitting BJP MLA, who is also the party’s candidate, Pramod Sawant 
states.

According to the BJP they have undertaken the work of upgradation and 
renovation of government college Sanquelim and upgradation of government higher 
secondary school, building a Ravindra Bhavan, repairs of old PHC and some other 
works in the last five years. But the opposition feels that they were not able 
to complete the much- awaited Amona- Virdi Bridge which is presently under 
construction.

There are several other issues which need to be addressed, including the Sanq u 
e l i m bus stand, the garbage treatment plant, new market and also congestion 
in the market area.

Sanquelim has seen a constant strife between the Sanquelim Municipal Council ( 
SMC) and the local MLA. The SMC Chairman and present Congress candidate, 
Dharmesh Saglani, is openly accusing Dr Sawant of hampering the progress in the 
city. Even though Dharmesh has not yet started his campaigning his campaign 
won’t be easy. Ex- MLA Pratap Gawas is pained at he being denied the ticket and 
it is unlikely that the Gawas stronghold of Cudnaim will support Saglani.

The maratha versus outsider card will also be played.

( Saglani, is technically not a Goan but has lived here long enough and is the 
leader of the All Goa Private Shacks Association) In Sanquelim constituency the 
voters have elected both Congress and BJP candidates in the past. In 2009 after 
the death of the Congress MLA, Gurudas Gawas, Pratap Gawas was elected after 
the re- elections. During this election the BJP had sidelined Dr Suresh Amonkar 
and had given ticket to Dr Pramod Sawant. As Dr Amonkar contested as 
independent Dr Sawant had to face defeat in the elections.

Dr Amonkar is now contesting as Goa Suraksha Manch candidate and would do much 
harm to the major political parties, say sources.

“ Our major stress is on the language, mining and other issues from the 
constituency,” Aashish Thakur, a supporter of GSM said. “ The mining affected 
would strongly support us as they very well know that both Congress and BJP 
were responsible for stopping mining in the TOTAL CANDIDATES: 2 BJP’S SUCCESS 
CLAIMS• Renovation of Government College• Upgradation of government higher 
secondary school• Building Ravindra Bhavan, OPPOSITION ALLEGES• Development 
blocked by MLA since council controlled by opposition ( Dharmesh Saglani, the 
Cong candidate)• Plight of mining affected not addressed CONSTITUENCY WATCH: 
SANQUELIM " 17 state,” he added.

AAP has fielded a young and new face in the constituency in the form of Milind 
Gawas. “ There is corruption in every field in the government and even though 
the government claims that they have brought about development there are 
several pending projects. The sewage treatment plant is still incomplete, there 
are no proper roads and Sanquelim city is not even having a good playground. 
All these issues were neglected by the government,” said Milind Gawas.

Besides all these political parties in the fray there is also an Independent 
candidate who would be in the race -- Dinesh Sahastrabudhe.

Being a former Pali sarpanch, Dinesh is likely to grab away a chunk of the

Chinchinim  faithful celebrate the feast on 28 October  . The land mark,
architectural wonder at Chinchinim is a sonsure of all eyes and cannot be
missed. The Novena masses and prayers are held inside the Church. The feast
mass at 4 .30pm  is offered at the  monument  by P.P with seating
arrangement for the faithful. At times the President celebrating the feast
offers some refreshments. The attendance  is normally good on the feast
day. The only other times the monument comes to life is  on Good Friday
morning, when way of the cross is conducted solemnly from atop of the altar
of the monument.

The credit  for this structure  is attributed to late Rev. Fr Rocha, It was
his determination , single handedly that led to the conceptualisation and
erecting of this eye catching  shrine,  undoubtedly  one of a very unique
 religious monument  anywhere in Goa  and dedicated to the honour of St
Judas Thadeus. The  canopy roof design proved to be a daunting challenge.,
It was set on the ground and then moved on the top with  utmost precaution.
The architect was an experienced  and  Civil Engineer in the military  and
successfully completed  his  pioneering  task with expertise, dedication
and devotion,   . It gives Chinchinim  a unique  and distinct identity and
villagers are naturally proud of its heritage status.  Novenas were held on
every Thursday. About 3 to 4 thousand congregation of the faithful is to
throng the venue. The  devotees  came from far and wide, but not many from
the Village patronized  the  services. Huge jars of water were blessed and
people used to Q up to take the dispensed Holy water, There were special
traffic arrangements made by traffic police. The Chinchinim market remained
closed on Thursday evening. The P.P was Rev. Fr Elias and elderly man with
Rev. Fr Artemio  D Costa and  Rev.Fr Rocha as the assistants, Fr Artemio
was pioneer of the Mount Mary`s High School and worked tirelessly to make
his dream take a concrete shape with  stiff opposition from management of
then St Bosco`s  School. but with determination and backing of the  people
and church authorities it took shape and stands as a silent monument to his
memory, Fr Rocha was totally immersed with his devotion and construction of
the monument, as the result the traditional ceremonies of the Church were
under severe strain and P.P. found difficult to  cope up with the pressure
of daily ceremonies The unity among the priest for regular services became
a casualty. Donations poured in  by thousands and the whole monument was
financed in its entirety by  such donations, The Fabrica made available the
property, The structure is now enclosed, barricaded and protected because
during football matches the spectators used to make it as  a viewing
gallery and that led to disrespecting, hurting of  religious sentiments of
sacred, revered place of worship, To - day it is well  illuminated with
automatic lightening system and painted giving the  aesthetic monument a
beautiful look., Recently the  deteriorating monument roof in particular
was given a fresh lease of life by meticulous repairs

The trouble started when the ecclesiastical authorities asked for the
 accounts, because it was a part of Church activity.Fr Rocha used to
maintain his own account and  was not  receptive to  public scrutiny and
verification, All the priest acted as individuals in their approach under
the church, each concerned with specific activity that they concentrated
their energies upon.  The unity among the priest and their regular duties
became a casualty.A transfer of both assistants simultaneously triggered
the revolt of disobedience of sorts.  Fr Artemio  , as a precondition
demanded reimbursement of the expenditure incurred on account of  the
establishment the school,  and the Bishop obliged.  .Fr Rocha offered
resistance due personal attachment and  in defiance shifted residence in
the  room under the monument for some time, as independent of

,potential showdown with authorities and undermining the authority of
superiors, When the  Bishop visited the place, some motivated elements
quietly planned a Morcha and demonstration, The Bishop was confined to the
Parochial house bu unrully mobs for  a long time ,chaos, confusion
prevailed. The precincts of the blessed sacrament were vandalized ,
desecrated  as the mobs went wild inside the church. Finally the Bishop had
to be escorted out under  police protection, when   some unruly miscreants
 pelted the official vehicle of the Bishop with stones, After this
shameful, disgraceful incident the Novenas were suspended. Fr Rocha had
finally  agreed to be shifted to Sancoale, where he was under strict,
monitored instructions and directed not to interfere with the affairs at
Chinchinim, nor start any novenas to St Judas at his new

South Asian University professor Anuj Bhuwania to deliver lecture on The
Politics of Public Interest Litigation at ICG on Friday, 20th January

The International Centre Goa is organising a lecture on *"The Politics of
Public Interest Litigation in Post-Emergency India" by Anuj Bhuwania*,
Assistant Professor at South Asian University, New Delhi. This programme
will be held at 4.00 pm – 5.30 pm on Friday, 20th January 2017 at the

*Anuj Bhuwania* teaches at South Asian University, New Delhi. He studied
law at the National Law School of India, Bangalore and at the School of
Oriental and African Studies, London before obtaining his PhD in
anthropology at Columbia University, New York. He has held visiting
positions at the Centre for Modern Indian Studies, University of
Goettingen; the Centre for the Study of Developing Societies (CSDS), New
Delhi; and the Centre for the Study of Law and Governance (CSLG),
Jawaharlal Nehru University. Courting the People: Public Interest
Litigation in Post-Emergency India (Cambridge University Press, 2016) is
his first book.

The Indian higher judiciary has acquired an increasingly important role in
India’s public discourse in the last few decades. The Supreme Court and the
state High Courts have emerged as enormously powerful judicial institutions
in the aftermath of the Internal Emergency of 1975-77. The principal means
through which these judicial powers have been mobilized and enacted is the
jurisdiction of Public Interest Litigation (PIL). This lecture will talk
about the political role that PIL has come to play in contemporary India.
It revisits the circumstances and manoeuvres that led to the rise of PIL
and traces its political journey since then, arguing that the enormous
powers that PIL confers upon the appellate judiciary stems from its
populist character.
