should dispose of Indian currency before boarding the plane",* an RBI
notification said.

But can somebody provided an explanation of why this rule was put up,
considering it is a reasonably small amount. And why will it NOW be
enforced?

Thanks to a new directive from the Reserve Bank of India (RBI), from now on
every non-resident Indian (NRI) and foreigner leaving the country will have
to compulsorily change Indian rupees in their possession into a foreign
currency before they board the flight.

It's a common practice among NRIs to carry some amount of Indian currency
with them when they leave the country, mainly for the convenience of not
having to exchange forex into rupee when they return the next time. But
from now on, they will not be allowed to carry any Indian notes with them.

Although the rule, which is part of Foreign Exchange Management Act (FEMA),
has been in place for quite sometime now, it is only now that the central
bank is trying to enforce it.

On Monday, RBI allowed forex changers to open kiosks beyond the immigration
desks at international airports to facilitate NRIs and foreigners opting to
exchange rupee for other currencies before they enter the aircraft.
According to RBI officials, in case these travellers have Indian currency
notes in their possession before boarding the flight, Indian customs
officials can act against them.

*RBI has allowed NRIs to carry up to Rs 10,000 beyond the immigration and

To facilitate money changing facilities for NRIs and foreigners, foreign
exchange counters have been allowed in departure halls in international
airports beyond the immigration and customs desks.

"Such foreign exchange counters will, however, only buy Indian rupees from
non-residents and sell foreign currency to them subject to usual terms and
conditions," RBI said. It has also directed authorities to put up displays
at international airports, "reminding passengers that the area is the last
point for non-residents to possess Indian Rupees".

 Antonio Francisco Fernandes, popularly known as Tony Sax on the tiatr stage, 
passed away on 6th Feb 2018, at his residence in Collem, after a brief illness. 
He was 88. An actor, writer, director, singer, Tony Sax who has performed 
different roles in many tiatrs, was regarded as ‘Pran’ of the tiatr stage.
Tony Sax was an actor with a terrific charisma and has enacted various roles on 
the Konkani stage.
He has been a hero, villain and could handle role of a landlord with ease.
He was also a good singer and composed songs and rendered solos and duets.
Tony Sax was the recipient of TAG’s prestigious ‘Lifetime contribution to 
Tiatr’ award in 2010 and was honored by 125th Tiatr Celebration committee in 
2016. 
 On behalf of all the tiatr fraternity and tiatr lovers, Tiatr Academy of Goa 
deeply condoles the death of this talented actor, writer, director and singer 
and express heart felt sympathies to his bereaved family and prays that the 
Almighty may give his soul eternal peace.

Around five years ago after one of the carnivals in Goa, i realised that there 
were quite a few Konkani carnival songs composed by our Goans but not a single 
one in English. I decided to take our Goa carnival out to the rest of the world 
in the world's most widely spoken language that's English.I wrote the lyrics, 
came up with a catchy tune and got Donna Noronha to sing it. Viva Carnival was 
launched in 2014 and there was some amazing response to it from people all over 
the world besides our music loving Goans. This encouraged me to produce a video 
for it with some actual footage from past carnival parades in Goa. Judging form 
the online response, I think the tourism department owes me one for taking the 
Goan carnival out to the rest of the world.Colin D'Cruz

A well-known personality (Mr. Rapoz) was very good in his speeches, for which 
he was called the ‘Best Orator’. He used to grace many functions with his witty 
speeches. In one of the function while he was giving a speech:-

Mr. Rapoz: Best years of my life were spent in the arms of a woman, who wasn’t 
my wife.

All gathered people were in shock and silence.

Mr. Rapoz: (added) She was my mother.

A big round of applauds and laughter.

One fine evening the very daring husband (Mr. Rapoz) tried to crack this at 
home. His wife (Beatriz) was busy preparing the dinner, Mr. Rapoz said loudly 
to his wife in the kitchen:

Mr. Rapoz: Best years of my life were spent in the arms of a woman, who wasn’t 
my wife.Mr. Rapoz took a moment, trying to recall the second line…….

By the time Mr. Rapoz gained his senses, he was on a hospital bed. He called 
upon a Nurse who was in that ward:

Mr. Rapoz: Sister, what happened to me and where am I?

Nurse: Mr. Rapoz, please take rest and don’t move, you are in the hospital and 
recovering from burns.

Mr. Rapoz: (with surprise) Burns?

Nurse: We have a report here, that last night somebody banged your head with a 
frying pan with hot cooking oil in it!!!
