The First members of  then new Panchayat were experienced  wise visionaries
In spite of limited   financial resources they left a legacy  which still
stands to date without any augumentations   Prof. CA Gones was able to
convince the Fabrica to allot land and built the  Panchayat .It has  not
moved any  further  till date .Lack of space is legitimate grievance  but
the Electricity Dept has resources to seek alternative accomodation  and
must  asked to  vacate. As to create room for Panchayat  IT was rented to
the Dept  then to generate income for Panchayat
The Ex MLA had   acquired , filled and bounded the land for market
complex.The subsequent MLA did not find new to give priority
The people need a market place very badly The vendors squat occupy roads
creating nuisance all over the area .The priority is for the market for
general public and not accomidation for members
ANY  other purpose  must be met by specific information acquisition The PHC
is a greater worry for spreading infectious  and contagious disease The
football fieldsim the vicinity  at Chinchinim Dramapur  Sirlim , Sarzora
Assolna ,  Tolecanto and church grounds are not utilised. EVERY VILLAGE
club is is  ocassionaly organising soccer tournament only.Some club gymns
are dormant .The construction of market complex is a political football not
moved an inch for over  many terms of elected representatives  The urgent
need is for  a clean market to decongest the footpaths and roads .The
present fish market is abandoned as fish sellers and meat vendors occupy
public roads with Panchayat turning blind eye only collecting revenues

[Goanet] KTC buses on Karnataka election duty

KTC buses are on election duty  at Karnataka
Around 146 KTC  are lined up on border en route to Karnataka for election
duty
Probably these are not spare buses but route buses. The shortage of
transport  facility will greatly  hit the common man depending on public
services of KTC  for daily travel  The Goa Govt is going out of its way to
accomodate  their needs and also on campaign trail when serious  Mhadei
issue is put on the back foot
Can the Govt inconvenience general public  by acceeding  to the demand
ofKarnataka BJP Govt.? It7 is not known how long they will be away from
Goan roads and who will bear the expenses on drivers , fuel , maintenance
or whether it will quietly billed on Goa Govt as a largesse of sorts
.Public route buses cannot be spared for such favours  by putting commuters
to extra financial burden due to shortages.When private route buses are on
hire .the owners have to compulsorily provide buses to fill the gap

[Goanet] NEED FOR EFFICIENT AND TIME BOUND GOVT SERVICES

The move by the Punjab Government to alter the office timings of government
offices is a step in the right direction. In a small State like Goa the
government offices could function from 7 am to 2 pm.  Changing the office
timings may be a way ahead. Over the last few years, the head count of
Goa’s bureaucracy has bloated way beyond the norm. With jobs sold and many
appointed by political favouritism, it now reflects the poor level of
service the public is getting on account of people without merit getting
jobs. With staff merrily coming late to work and cheerfully leaving early
besides taking extended lunch breaks it only ensures that the functioning
of public institutions is not as it should be. It is high time the
government finds means and ways to ensure that all public offices function
at optimum levels. Despite crores having been spent to step up
e-governance, the end result is still a far cry from decent functionality.
There is a need for some radical administrative reforms so that needless
extra paperwork is done away with. With the advancement of modern
technology, it should be possible to ensure that the public does not have
to line up at government offices for anything and everything.

Officials must be more efficient by taking responsibility for their duties
with a greater sense of urgency and not push people from pillar to post or
send them on a wild goose chase in government offices. Unless productivity
and efficiency improve considerably and urgently it will continue to be a
drain on the Exchequer and a continued source of frustration and stress for
people who rightly expect a lot better.
