It is one and the same. Some say khott-khottem (not khot khotem. Xitak yeta to zalear khot-khoto) and others fott-fottem. But the correct word ( I stand to be corrected) according to me it khott khottem as the song lines go "Marin khal'lem khott-khottem, Marichem pott zalem mott. Maricho ghov Dubai zoroitam dhantem, ghov Dubai Maricho ghov, hanga pott koxem mottem." 'Fott-fottem' also means moped or scooter. Especially in Salcette good old Floret would be reffered to as 'fott-fottem' later Luna also was called 'fott-fottem'.

Fott-fottem is made from jaggary, just jaggery (uxim Godd) nothing else.
Just melt it and bring it to boiling point, keep stirring for a while.
and pour it a another container. Cool it and then eat.
It's malleable or extendable like a chewing gum.
I love it!

When kids, we used to buy 'Godd' for 25 paise or 'Chaar Ana' from a local shop and by using a broken earthen/clay pot (like a tava), we used to make FOTT-FOTTEM ourselves in an open air place.
