HELL BREAKS LOOSE OVER HELMETS: Mapusa came to a standstill yesterday over the move of the traffic police to implement the helmet rule within the city limits with two-wheelers owners protesting against this decision of the cops. Thousands of two-wheeler owners resorted to a traffic blockade at the Hanuman Chowk on August 16 evening demanding return of their money paid by way of challans issued by the traffic police and documents confiscated in the process.Caught in the traffic jam was the Law Minister, Adv Francis D' Souza, who was forced to alight from his vehicle and subjected to a barrage of questions by the residents of Mapusa. Bowing to pressure, D'Souza concurred with the views of the protestors that the helmet rule needs to be enforced only on highways and not within the city limits. (GT) CONFUSION OVER HELMET RULE: Chief Minister Manohar Parrikar may have said only national highways but the police bosses seem to think otherwise. DIG Randhawa on Monday said that the police would implement the compulsory wearing of helmet for two-wheelers as per the MV Act. This means, it would enforced all over the State - highway or no highway. Even the pillion rider would be challaned if a helmet is not worn. (H) 'GOA CANNOT BE AN EXCEPTION': Director General of Police Amod K Kanth is very clear on his stand on the helmet issue: "The laws are very clear, the rules are very clear. Goa cannot be an exception." He said that wearing of helmets have to be made compulsory everywhere."For now we will enforce it on the highways," he added. (GT) BUSES SPARED: Co-incidentally, while the men-in-uniform went after the two-wheeler riders with a no-nonsense attitude, they, however, spared the overcrowded buses for reasons best known to them. Both the helmet rule and the new bus fare came to be implemented from August 16. (H) EMIGRATION CLEARANCE EVEN AT 10+2 LEVEL: Certain new categories of persons have been recently included in Emigration Clearance Not Required scheduled for the endorsement in the passports. The additions in ECNR category comprises of persons with 10+2 qualifications, persons possessing two years diploma recognized by NCVI or SCVT, persons over 50 years of age and children below 18 years of age, provided they are accompanied by any or both parents. (GT) GOA'S FIRST TEST-TUBE TRIPLETS: Even as the tricolour was being unfurled in the State, a stork brought triplets (all boys) to a couple at Dr Kedar's Maternity Hospital, Panaji. The couple hails from a suburb of the city and the mother is 44 years old. Little over a month ago, the first test-tube twins (a boy and a girl) were born here. (GT) 13 NEW BRIDGES BY 2005: Chief Minister Manohar Parrikar on August 16 said that communication facilities in the State will be improved to match high standards and about 13 bridges will be taken up for construction and completed by the year 2005. The government may have crores of rupees to invest on ambitious entertainment projects, but when it comes to life-saving needs, authorities have no money for diesel in the ambulance. In one such incident at the Government Health Centre, Balli, last Tuesday, Jessly Fernandes, a Std V student of Government High School Fatorpa was bitten by a snake during the interval. After a blood test the doctor confirmed the presence of poison in the blood and referred the patient to the Hospicio at Margao. The hospital ambulance was present but there was no diesel in the ambulance. (H) NEW MEDICLAIM SCHEME: Chief Minister Manohar Parrikar has announced a new Universal Mediclaim scheme to be benefited by every citizen in the State. "The scheme will come into force from 2 October this year and the required documentation will be completed by 19 December. Dayanand Social Security Scheme beneficiaries will get the benefit on the scheme on priority," Parrikar stated. (GT) PORTUGUESE COURSE: Fundacao Cidade de Lisboa, in collaboration with the Indo-Portuguese Friendship Society-Goa, will organise the VIII Portuguese condensed course in Part I, II and II. This course, as in the past, will be conducted by a teacher, who is coming specially from Portugal, conversant in both languages - Portuguese and English. You are greeted with the sight of lush green fields as you enter the village but soon realize that a concrete jungle is lowly gaining ground on what was once a green paradise.An increasing migrant population from neighbouring states like Karnataka and Andhra Pradesh has largely contributed to the growing crime rate in the village.Davorlim falls under two village panchayats - Rumdamol-Davorlim and Davorlim-Dicarpale. According to sources from the electricity department, the power cuts were necessary since a transformer had to be shifted. "They should have informed us in advance so that we could be prepared," said one resident.
