on 20 January 1953 at Santerxette,Aldona, Mapusa and baptised on 28.01.1953
.He was the youns among 3 children , brother Octaviano with sister Maria
Amalia both are married with families.
He studied at Saligao Seminary Pilerne, 1963 after completing Primeiro ,
Segundo Grau at GPS.He then joined Rachol Seminary on 6 June 1969 and was
only there for 4 months. He became seriously ill and it was Divine
Providence that he could continue with his studies after a break of two
years at Papal Seminary Pune .He was ordained priest on 28.10,1979 . He
received Licentiate degree in Biblical Theology at Pontifical Universitas
Urbaniana in 1998. Licentiate Degree at International Institute, Lumen
Vitae , Brussels in Catechesis and Pastoral liturgy , 1991. A linguist
fluent in languages , Konkanni, English, Portuguese, Italian German and
French
Ordained on 28.10, 1979. at St Thomas Church at Aldona. He hails from a
family of priests, two each from maternal and paternal uncles and four
priests in earlier generations.
Auxiliary Bishop from 1994- 2004.on 12.12.1993 and simultaneously as
Titular Bishop Vanariona . Ordained Bishop on 10.4.1994, Archbishop .Goa
Daman. Diu with the honorific title of Patriarch of East Indies. on 12.12,

2003 . and installed on 21.3.2004.First Archbishop of reorganised
Metropolitan Archdiocese on 25.11.2006. Cardinal Priest, Santa Maria in Via
, 27.8.2022 , sixth prelate of Goa in 465 years
He served as Parochial Vicar Salvador do Mundo 1979. APP ,O.L.Hope Church
,Chinchinim 1981 _1984.Prefect of Discipline Saligao 1984- 1986. Director
Vocation , Diocesan Clergy 1984- 86.Director, Diocesan Centre lay

Chinchinim parish is indeed fortunate to have had spiritual pearl of wisdom
in our midst and who later flourished into a tree of leadership in
Eclesiastical hierarchy. His humility, piety and warm relations have
endeared him to all .He sowed the seed of Parish bulletin Borvosanchi Divti
that has now blossomed into a fruitful tree.He revived and galvanized
Parish Youth Association. His homilies were well prepared, interpreted and
listened to. His humility , commitment and adherence to faith,doctrine of
the church are praise worthy attributes of his personality .He requested
not to raise funds for his farewell ,as then it was very convenient with
Parish Council in place. Chinchinim Parishioners are legitimately elevated
in his meteoric ascendancy from Auxiliary Bishop to Cardinal priest .I had
the privilege to raise the farewell toast .His homilies were well prepared
,interpreted and listened too.He attended funeral or visited the family of
demised priest to convey appreciation of contributions

and sacrifices to the Diocese
The Bishops and Archnishops have genuine admiration for him for his
exemplary skills, dedication and courage.It is rumoured that he may be the
Cardinal in waiting to be absorbed in Rome
The initiative of the Trust along with Parishioners & admirers is in
gratitude to welcome and mark with an award the maiden visit of His
Eminence, as the Cardinal Priest to O.L.Hope Church ,Chinchinim on
04-2-2023. It will serve as a constant reminder of his adorable presence in
our Parish

Parties  contesting local  bodies
Parties whether National or Local confined  themselves to fight state or
Parliamentary elections
Now they are vying for grass root power at Panchayat , Zilla Parishad and
at Municipality level.Parties at one point of time had  decided not to
participate at lower rung of the ladder  and that was a sensible decision.
Now if they do not participate directly have candidates backed by
them.MLA'S  want to have a hold on them  and after elections try and win
them over as  a party group.It comes at a price..money  is poured to
influence the voters, bribed to withdraw and lured  to vote for the
Sarpanch provided with liquor and hotels, restaurants , bars in the
locality are enlisted with daily quota. Corruption has entered local bodies
in a big way. The funds are provided by parties or MLA.who calls the shots
to demonstrate his clout.The evils associated with state elections are
filtering down and that is cause for concern.The tentacles of corruption
are seeping into the system
Earlier only MLA 's were treated at posh hotels before votes were cast.Now
municipality councillors are treated similarly to safeguard poaching
attempts.
Whether  it is college,   bank unions , associations of taxi drivers etc
where ever there are elections,  the party label is used to win at all
costs .The highest party functionaries are directly involved to offer
legitimacy and authenticity
By greed  to control  power the virus of communalism is infecting the
social  system creating tensions., hatred , enemities disturbing the web of
social fabric and  harmony
among friends and neigbhours

Title: Corpus Christi

Object description: This Indo-Portuguese polychrome gilded image of
crucified Christ is carved from cattle bone and is represented with His
head inclined towards His right but facing downwards and is carved from a
single piece of bone with His arms being separate attachments. The feet of
Christ are placed one above the other and would have been nailed to the
cross using a single nail. Porosity very characteristic to bone is visible
along the back of the image. Polychrome is visible along the beard, hair
and wounds of the image. Also, looking minutely reveals the presence of
gilding along the edges of the loincloth covering the waist of Jesus. The
sculptor probably didn’t pay much attention to the body proportions of the
image as can be seen clearly in the legs of Christ which appear to be
disproportionate to the overall body size of the image. The nails used to
mount the image of Christ on the cross are wooden (visible on the left palm
and feet).

*PUBLIC ORIENTED VITAL CIVIC PROBLEMS NEED ATTENTION*
The government is rushing to push switching over to EV vehicles without
considering the end user first! In these difficult financial times, besides
incentives for manufacture and purchase, the infrastructure and safety
aspects have been neglected. Electrical vehicles are not cheap and
maintenance costs of batteries and increasing electrical tariffs are
prohibitive. Unless installation of home solar panels are affordable and
the charging/ catching fire  problems  perfected and more importantly there
is some scheme to take back the petrol/diesel vehicles, the common man will
not only suffer but rusting old vehicles will cause enormous problems! Goa
needs much more traffic signs at speed breakers and at diversions/junctions
to indicate where roads lead to. Besides monsoon problems of blocked drains
and flooding, rules and laws on constructions need proper planning and
timely enforcement if Goa is not going to land up like hopeless cases of
Mumbai and Bangaloru. A good beginning has been made with the government
cracking down on massive hill cutting in Arpora. This roasting climate
should knock some sense into those sponsoring all the illegal rampant tree
cutting going on!

The queer situation of Goa not having a constitutionally sanctioned
Government for quite many days is entirely due to Governor PS Sreedharan
Pillai's questionable role   amounting to tampering with the Constitution,
wittingly or unwittingly.

Goa Governor Pillai by an order issued on March 21st notified acting Chief
Minister Pramod Sawant as Goa’s Chief Minister. Furthermore, in the same
order the Governor stated that Pramod Sawant shall assume office from the
date he is administered the oath of office and secrecy. Will the Governor
please tell us who is the Chief Minister of Goa from March 21st till Pramod
Sawant takes oath?  So Goa currently neither has a Chief Minister nor is it
under Governor’s rule, which means that all decisions taken this week by
Pramod Sawant and the files signed by him is all illegal.



Why is Governor Pillai repeatedly allowing the Constitutional provisions to
be breached? If Governor Bhagat Singh Koshyari  in Maharashtra and Governor
Jagdeep Dhankhar  in West Bengal can be questioning and scrutinizing the
manner in which governments there are functioning,  there is no reason why
Governor Pillai should be blindly signing at the dotted line.



Besides what is stopping Governor Pillai from advising the Chief Minister
designate not to hold the Swearing- in- ceremony at Shyama Prasad Mukherjee
Indoor Stadium as it will be projected as a BJP function with party flags
decked all over as we have earlier seen at many government functions, an
act which is improper and impressible.  The solemnity of the Swearing- in-
ceremony cannot be breached.

WILL THAT OLD GOA BUNGALOW MANAGE TO BE ABOVE THE LAW?

As predicted, the outrageous bungalow of BJP national spokesperson Shaina
NC which has come up within the heritage precincts at Old Goa has now got a
temporary legal reprieve. The matter may drag on for years if not decades
while it travels through various stages of our cumbersome legal process.

The battle to safeguard our heritage area had to be a people’s movement but
unfortunately this one was craftily high jacked and punctured by Amit
Palekar of Aam Aadmi Party who with vested political motives went on a
stage managed fast unto death vowing to see that the structure was razed.
The fast was however quickly withdrawn. It was a well orchestrated drama
with an eye on the Assembly elections. It proved to be a well-acted
theatrical farce. We will soon know on 10th March whether his politrik
worked to enable him to become an MLA and the fate of his Chief Ministerial
dream.

On that monstrous bungalow at Old Goa, it is imperative that all those
involved in fraudulent acts and forgery to facilitate this construction
must feel the full force of the law and be brought to book as a matter of
urgency. On this serious issue, may the wheels of justice turn a lot faster
and grind exceedingly fine sparing no one the punishment they deserve.
Justice delayed is justice denied.

The authorities are also duty bound to act against all other illegal
structures many owned by local elected representatives that have come up
with political patronage destroying the sanctity and solemnity of this
UNESCO world heritage site.

Views from Mr Pradeep Jawanda, a chopper Pilot who commanded helicopter
unit at Bathinda:

"What seems amiss in the whole security lapse of the PM's road trip
yesterday, was HIS decision to refuse the chopper ride from Bathinda to
Ferozepur, and deciding to cover the 200km extended distance to
Hussainiwala border, by road, and that too at extremely short notice, after
refusing to board the chopper flight at Air Force Station Bhatinda.

For most of us who know, this flight route (Bathinda - Ferozepur) is bereft
of any obstacles, and the flight can be carried out unobstructed at very
low levels (even at 50-100 feet above ground if need be). It is most unlike
the CDS flight which involved negotiating hills at 6000 feet.

Ferozepur also has a huge pukka Army Advance Landing Ground (ALG) for
unrestricted landing. This provide's an unmistakable landmark on the
aircraft GPS for a safe approach and landing.

I think the fear factor (due to the recent CDS incident), must have  forced
the PM to take this impulsive decision of abandoning the helicopter flight
even when the weather was well within the pilots capabilities.

Inputs of the continuance of bad weather were shared well in advance by the
State Administration to the Home Ministry/SPG, yet no clear orders of
proceeding by road were given in advance. Proper sanitisation of the road
for his carcade could've then been ensured.

The State Police only follows the directions given by the SPG. As per Blue
Book, the chain of command is :-
HM
IB
SPG
State Police.

At half an hour's notice, the State Government could never have mustered
enough forces to sanitise a 200 km route. That is why in the video
forwarded by SB, actually is of BJP organised busses trying to take public
to the rally site. Due to a very poor turnout, they asked for more time.
Thats why one finds all types of vehicles plying, unrestricted on that
National Highway route, where the Kisan Morcha was also present.

The continuous weather update of Bathinda & Ferozepur as on yesterday
showed flight visibility conditions steady at 1km.

I have commanded a Helicopter Unit at Bathinda, and have operated
innumerable times in this kind of weather - from Jalandhar, Patiala and
Bathinda bases towards the Ferozepur sector.

Also, if a state of the art, Class 1 Performance Twin Engine helicopter,
with handpicked crew cannot negotiate 1km weather (with no obstacles
enroute), then something is amiss. The visibility minima for a Class 1
Performance Twin Engine helicopter is just 800m. This should've posed no
problems to the highly experienced Master Green Rated VIP crew, to take off
and land back if required at Bathinda Airfield, which has ILS and Precision
Radar for guidance, even incase the helicopter had to return back from
Ferozepur as planned.

The flight time was approx 30 mins. Even if the chopper was to return back
without landing at Ferozepur, it would've taken an hour or so. Instead, a
road journey of 4:30 hrs was undertaken at half an hour's notice given to
the State Police.

Seems to drive home certain lessons, which have already been commented upon
by some. More will be heard, once the final report is submitted.

All in all, a sad state of affairs at all levels.

The above bears out what I posted on the day the incident occurred.
However, what beats me is that a man who refuses to travel even 50 km by
road in his LS constituency should insisted on a 111 km road journey
without informing the local police in advance. The SPG DG should have
refused, point blank and returned him to Delhi forthwith. But then the DG
obviosuly did not have enough strength in his family jewels to say no. That
is the quality of IPS officers today. The only person who should be fired
from service is the SPG's DG and none else.

It was indeed a very proud moment for Goa, and for the legal fraternity
here in particular, to see our dear Senior Advocate Surendra Desai being
felicitated by the Air Veterans Association of the Indian Air Force.



The felicitation held on Saturday at Ravindra Bhavan in Hyderabad was on
the occasion of the Golden jubilee celebration of India’s victory in the
1971 war against Pakistan.



Adv. Surendra Desai who joined the Air Force in 1963 as a ground engineer
is in fact a veteran of the 1965 and 1971 Indo-Pak wars.



He completed his law degree while serving the Air Force and joined the
legal profession in June of 1974.



The highly knowledgeable, extremely sincere and very versatile down to
earth Advocate Surendra Desai is a true role model for the legal
fraternity. He brings to bear the rigorous discipline of facts and vigorous
value of fairness upon the gravest of matters. These are true traits of a
hero!



Very privileged and blessed to know Adv. Surendra Desai for the last many
over three decades. In fact as a college student in 1987 I appeared
successfully against him before a Division Bench of our High Court
comprising of late Justice G.F.Couto and late Justice G.D.Kamat which
upheld the disqualification of then Panjim Municipal Council Councillor

MEGALOMANIAC CHIEF MINSTER PRAMOD SAWANT



Prime Minister Narendra Modi at the Centre and here Chief Minister Pramod
Sawant are utterly obsessed with their photographs and cheap publicity.
Such megalomania reminds one of the other greats in their category: Idi
Amin, Stalin, Mussolini (to name a few).



Pramod Sawant should realize that the people of Goa are outraged that he
has been steering Goa on the path to hell. And on account of this Goans
would give vent to their anger at the ensuing Assembly elections by showing
the Chief Minister and the BJP its place.



By so cheaply wanting his photograph to be displayed at all government
premises Pramod Sawant has stooped very low. It could not get any worse.
One would think that photographs of only departed leaders would be on
display, by way of honouring them and being inspired by them.



Does Pramod Sawant not realize the grim reality that he will be remembered
as the worst Chief Minister in Goa’s history?



Goa’s first Chief Minister Dayanand Bandodkar and our first Leader of
Opposition Dr Jack de Sequeira will always be fondly remembered and no
attempt by Pramod Sawant can erase them from our memory.



Goans will always be proud of them while Pramod Sawant will be remembered
for all the wrong reasons for having made a mockery of the Chief Minister’s
chair by securing his personal interests while selfishly and so

The current tirade  by APP against defectors seems to have hogged  limelight
The movement by APP is not the best alternative to launch itself  into
public awareness  campaigns
It is pertinent to note whether any politicians past or present have not
changed sides. THE antidefection law  is rendered toothless with speakers
doing bidding of their masters.  GOA is in the forefront in this art of
frequent defections  bringing down  elected Govt at will
The leader of APP has her hands soiled by defections.too by holier  than
thou attitude. Every politician has hidden agenda to promote themselves
underguise of development  which literally translates  into personal
development of self and immediate family.Once elected they are a law unto
themselves  ,whereby the voters have absolute no say to recall, but carry
out some feeble protest of dissent
The defectors have resigned their seats and have been reelcted by the same
voters owing allegiance now to a different party in power Thus defectors
are patronised and their stand to shift  is condoned and blessed.The voters
too think in terms of personal benefits and those of their immediate family
and hence it is albeit a win win situation where  none is aggrieved
There have been frequent  changes of parties but nothing has ensured
stability of the Govt
It ii a vain hope that under present conditions APP SEEMS to hold promise
as all other alternatives, permutations  and combinations have been
tested.APP  initial euphoria did not catch up as many  stalwarts  have
fallen by waysides. APP does  not rightly  subscribe to electoral
malpractices and hence cannot  stand the test of  honesty against the
corrupt electoral  practices
If the alternative is not change then what is it.The perceptible change
must be to get rid of Congress  ,BJP   NCP ,GFP  MGP and new
entrants testing waters of turbulence.Votets get the Govt they deserve..To
root out corruption  a simple non controvresial  legislation  is that any
member of LA whether  independebt or otherwise defecting  from party on
which elected must be summarily  barred  for two terms and also banned from
holding any office of profit.The defection is a mockery   malaise of
electoral process in Indian politics .The winner if not elected  by two
third majority of voters must be declared  void

CCP Ward No 30 newly elected Corporator Sandra Maria da Cunha to face
disqualification for having failed to comply with the law and go on leave
before filing her nomination for the CCP polls.

Sandra da Cunha is a teacher at a Government aided Perpetual Succour
Convent High School in Navelim. In her affidavit along with her nomination
paper she suppressed the fact that she was currently a teacher at that
school.

Any teacher employed in a Goa Government aided Primary, High School or
Higher Secondary School and contesting a Panchayat, Zilla, Municipal,
Assembly or Parliamentary election in terms of  the circular issued under
Rule 30 of the Goa School Education Rules 1986, the teacher must
compulsorily proceed on ‘Leave not due” even before filing the nomination
papers.

In case the teacher is not elected, the teacher shall report back for duty
within three days of the final declaration of results of the election
contested.

The teacher if elected, the leave will be treated as “Leave not due” and
the teacher will not be entitled for any pay during the term of office
elected for.

A teacher who is elected after completion of the tenure as elected member
will rejoin the school as an employee on the same post held prior to
proceeding on “Leave not due”.

For the total period of “Leave not due” the teacher will be entitled to
have lien on the post held prior to proceeding on ‘Leave not due”.

subway in Canada wearing a huge black "mad helmet".

The hazmat (hazardous materials) helmet completely encloses his head and
upper torso, and has a visor that extends all the way down to his chest.

On the back is a battery-powered fan and filter respirator system that
purifies air that is sucked in, and pushes "stale" air out.

Looking like a dystopian figure straight out of an apocalyptic movie, the
32-year-old unsurprisingly gets some strong reactions.

"Somebody screamed: 'Where did you get that!' and many people approach me
out of curiosity," he says.

"Others are amazed.. They certainly don't laugh, but even if they do, I
cannot see their mouths because everyone is wearing masks."

Mr Al-Qaysi is one of a number of designers and entrepreneurs around the
world who have rushed to release hazmat, or PAPR (powered air purifying
respirator), helmets this year, aimed at people looking for more protection
against coronavirus than just wearing a face mask.

His is called the BioVYZR, and the battery is said to last for up to 12
hours. The Canadian says that his business - VZYR Technologies - now has
sales in the "tens of thousands" mark.

US Navy veteran Chris Ehlinger, is another hazmat helmet creator.

"These helmets in a sense psychologically prepare us for the future destiny
of our species," says the 35-year-old.

His company, Valhalla Medical Design, based in Austin, Texas, has launched
a product called NE-1, which looks similar to a motorcycle helmet. In
addition to a powered air filtration system, it has internal and external
microphones and speakers, so that the wearer can more easily speak to
people around him or her.

But with a coronavirus vaccine having been announced last week, are helmets
like these really necessary?

Michael Hall, whose firm sells a PAPR helmet called Air, believes they will
be popular in the longer term with people concerned about bad air quality.

New Tech Economy is a series exploring how technological innovation is set
to shape the new emerging economic landscape.

His company, Utah-based Hall Labs, says it has sold 3,000 so far. It is
also now working on more high-tech versions, where the visor turns into a
screen on which the user can watch videos.

"And for airline travel we'll be able to create a segment [with helmets
that work] like noise-cancelling headphones," says the 44-year-old. "We
think that there's a market for that kind of serenity."

Yet whether for protecting against airborne viruses or bad air quality, are
such helmets a bit over-the-top?

Natasha Duwin, whose Florida-based firm Octo Safety Devices makes face
masks, says she can see the appeal.

"Helmets have the advantage that they show people's faces," she says. "You
can see smiles and human expressions, and have a very strong sense of
security.

"Yet because each one of these helmets depends on at least two filtration
systems, batteries, and [other things], all these items can break down. And
if only one of them breaks down, you are in serious trouble."

She also cautions that the helmets will need to be thoroughly cleaned
before each use.

Ms Duwin says that for most people, all they need is a fitted, respirator
mask that meets the certified quality standard in that country. Respirator
masks have inbuilt filters, and both fit more tightly, and work more
effectively, than simple fabric face masks.

The above three helmets cost in the range of $149-$379 (£113-£288), but
none has yet to receive certification. However, each of the three firms say
they are nearing the final stages of the process.

My dear friends,

As I turn 60 today a new milestone has been reached in my busy blessed
life. This is an opportune time to reflect and thank you all immensely for
your prayers over the years and to humbly seek your continued blessings as
I embark life as a young Senior Citizen. Time and tide wait for no man.
Some say time flies when one is having fun.

My greatest Birthday wish is that the current pandemic, the worst crisis in
my lifetime comes to a speedy end and people throughout the world can
recover medically, economically, mentally and emotionally.

A lot has changed since my last major milestone ten years ago when I
reached 50. But may I assure you that as always, as Goa’s humble soldier,
the task of serving the people is a commitment, which I will carry on
till my very last breath.

I was wondering why your excitement about the Hanging Gardens.  I and a
bird of , brought by the Parsis to Zanzibar have started a Hanging Garden
in Dar es Salaam where I live.

Perhaps, you a Goan  thought that Alexander the  Great wanted to come to
Goa.  It turns out that fellow was most of the time he was too inebriated.
He did head a warding..if he went to Goa he would be travelling
west...thats where the sun set...

However this great general in his 20's tripped and fell, hit his skull and
was mute for a couple of days There was Chaos.

I think we should handle other subjects than contemplating  the waters of
the Euphrates .+ Tigris.

My very dear friends,

On account of the COVID-19 pandemic I will not be celebrating my 60th
Birthday on
24th May.  Will now have to wait for my 75th. It will be soon. In just a
decade and a half. Can’t believe that I will now be a Senior Citizen as
with your prayers and blessings I am getting younger by the day.

As Goa’s humble soldier, the task of serving the people is a commitment,
which I will carry on till my very last breath. In all that I have done and
not done, only God and the people at large will judge my every act and deed.

Over the decades raising issues against the illegalities of successive
governments has not been an easy task. Truth hurts but it is only truth
that will always ultimately prevail.  On the issues that I have raised over
the years, it has been the wrong doings of those in power regardless of
which party has been ruling

In combating the misdeeds of the Government, the threat of an attack on
one’s life always looms.  But as always I remain unperturbed. I would
rather die with a hope, rather than have hope die inside me. The love
showered by the common men and women across Goa and around the globe is
what keeps me going. Let us never hesitate in taking the bull by the horns.
The ever mounting cancer of corruption, nepotism and bad governance in Goa
needs to be dealt with an iron hand.

We need to maintain the spirit and keep on fighting. Life is a very short
voyage, a journey, the end of which we know not. So let’s keep up the
fight. We owe it to Goa, or else posterity may never forgive us for having
silently allowed what remains of our once beautiful State to just pass away.

May the care, concern and compassion of every Goan wherever he or she is be
always for Goa. We will all one day depart but our Goa must live. Let us
never be mere spectators especially when anybody’s Human Rights are being
violated.

As Martin Luther King wisely said ‘’There comes a time when one must take a
position that is neither safe, nor politic, nor popular, but he must take
it because conscience tells him it is right”. “Our lives begin to end the
day we become silent about the things that matter”. “The ultimate measure
of a man is not where he stands in moments of comfort and convenience, but
where he stands at times of challenge and controversy.”

It would be apt to remember the words of former Chief Justice of India
Justice R.M. Lodha who said “The violators of human rights are not
accountable to society. There is laxity in police action. This question is
shaking me everyday.”



I shall always remain inspired and guided by those words of Lily Tomlin "The
road to success is always under construction".

I am all for promoting my photographs of Goa but not for the reasons you
cite. The Goa of today is a filthy cesspool. To make these photographs I
have to abstract in my mind's eye a tiny slice of Goan reality. What you
don't see in the photographs is as important as what you see. You don't,
for instance, get to see that I have to stand in a soup of wet garbage,
trash, and muck all of which are ubiquitous in Goa now. You don't get to
see how carefully I have to compose to eliminate the ugly concrete that
juts out from just about everywhere. You don't get to see the depressing
sights I have to drive by to get to my photo locales.

For the past 13 years, I have photographed Goa extensively and I now have a
vast archive for a "Before and After" exhibit. When I started my work in

Beyond the Grave
Looking back at: Evolution and Devolution?

For the week which passed (17/7/21-14) when I was alive on Planet Earth.

What a shock - and pleasant surprise - it was to learn how cows in Goa
are evolving and are now eating fish and other edibles.

I had given up on Goan cows as I’ve seen them eat plastic. I guess
they were real hungry and necessity makes cows (and people) behave in
strange ways. All the same, it is good to see how our cows are
evolving.

A few months back I had seen cows eating plastic - single use
throwaway plastic bags - and was sad and depressed - and on the verge
of committing suicide.

How can we treat our most sacred animal in this way?

I started to think it is the government’s policy and strategy to solve
the plastic waste problem in this way.

And, while Goan cows are evolving, are our Goan politicians devolving?

What made me think it was the government’s policy is this piece of raw
news: the government wants to fill the excavated mining holes with
garbage.

Fortunately, the government has been stopped!

If the government thinks it can solve the garbage problem in this way,
isn’t it natural for anyone (including me) to think the government
might want to solve the plastic garbage problem by having our cows eat
all the plastic waste in Goa?

Goan politicians have a strange way of solving problems. They
improvise rather than have a proper policy which they can implement
methodically; no application of mind - is it because they have none?

Rather than clean up the River Mandovi (our Mother) which the late
Chief Minister Manohar Parrikar said is - unsafe and dangerous - what
do the devolving Goan politicians want to do about our Mother?

Chief Minister Manohar Parrikar had warned people not to swim in the
Mandovi River; if they did they would fall very sick, he had warned.

Is this the way to treat our Mother?

Will our devolving Goan politicians solve the problem of our polluted
rivers by desilting the river and dumping the polluted river water
along with its raw sewage into the sea?

Will the casinos, hotels and households continue to release raw sewage
and pollute the river and sea for the next 20 years until it is time
once again for another emergency operation?

Union Minister Goyal claims people are against development.  Really?

Sadly, he cannot see how it is the government which is the greatest
blockade to development.

The Regional Plan is a mess, and no prizes for guessing who is to blame!

The shacks on the beaches are now having to pay through their noses
for the government’s incompetency, and delay in starting the shacks.

When will the shacks open for business? These are a couple of examples
of blunders (not mistakes) of our Goan politician’s devolving
intelligence.

The courts step in from time to time to remind our politicians there
are laws in the country which have to be followed and cannot be
flouted simply because politicians are in the seat of power.

Power has to be used within the law and not misused - otherwise the
courts will stop everything because the devolving Goan politician is
now drunk on power - a most dangerous and  destructive drug!

In the next elections, will we have no choice but to vote for cows?

Looking back at: Modern Development Experts At War With Our Ancestral
Ecological Experts  - Who Will We Choose?

For the week which passed (17/7/21-14) when I was alive on Planet Earth.

Red Alert: What kind of amendments is Goa government seeking from the
Central government?

Why? And how will it affect the Regional Plan?

Minister for Waste Management Michael Lobo recently spoke of the good
old days when people used cloth and paper and stainless steel and clay
 - and plastic was never used in daily life.

What happened? When did we start to go wrong?

The modern experts taught us a half-truth: use of paper will destroy
the trees while plastic can be used extensively, and is cheap. Save
the trees and use plastic for everything.

Modern expertise sometimes can go tragically wrong as we know from
experience with plastic.

With Panjim and other places flooding recently, (I guess it is still
fresh in our memories or have we already forgotten?) besides the
problem of plastics there was also a shortage of drinking water; it
was a scenario in several places in Goa of water, water, everywhere
and not a drop to drink.

Our finest and best planned city is now up to its neck in trouble, and
if so, what is going to happen to our not so well planned towns and
expanding villages? The thought is terrifying!

How did we get to where we are today? It has not happened overnight
but has taken us 30 years of reckless drunken driving by our
no-application-of-mind governments, no planning or shoddy planning on
several levels, bringing us to where we are today - the terminus or is
it terminal?

The modern experts encouraged us to use and manufacture  plastic. As
usual, manufacturers were focused on making fast money and consumers
on saving money - without a thought for the environment. Maybe the
manufacturers don’t care as they have already made money but the
consumers are now paying a high price for the fall in the quality of
life!

No, this is not new but a product of the modern, egotistic mind with
an attitude of I-know-it-all and I-don’t- care-at-all. Then, (30 years
ago) and as of today, the environment was more or less an abstract
idea, something for idealists and dreamers, and activists.

Are we paying the price today for a half-truth, the half-baked advice
of modern experts? And, are we going to do the same in future once
again?

With the increase in illegal buildings and unplanned tourism, there
was also an exponential increase in plastic and raw sewage, with
sewage pits the prize possession of  middle and upper middle class
house owners.

Again builders and politicians got together in a happy marriage which
most people would envy, to mint money without a thought to the
problems they were creating - sewage and garbage.

Plastic was the future - and sewage for our rivers - out of sight out
of mind. This mindset continues today as the sewage now in the rivers
is going to be buried in the sea. Good way to solve our sewage
problem, is’t it?

Unplanned and illegal buildings  over the years have grown faster than
mushrooms during the monsoon season. After all, if there is money in
it we convince ourselves - and try to convince everyone else - we are
making progress and people who are objecting are - guess what -
troublemakers aka social activists.

With overbuilding, wells from which families got their daily supply of
water gradually became guest houses for e-coli especially in the
tourism constituency where the Queen of Goan beaches is located.

Not easy to believe today but it was then crowned - The Queen - of
beaches! Today it is simply the dirty Calungute beach - an accurate
description, no doubt.

Progress and development?

Whole villages came to be dependent on chemically treated drinking
water. A model for the future?

And, as if it is not enough, the get rich overnight businessmen now
want a marina. That there will be a change not for the better is
something they do not care to think about nor the impact it will have
on marine life, fishermen, and villagers.

The marina project has been gestating for over nine years and might
well be dead on arrival.

Our late Chief Minister Manohar Parrikar was a highly educated
technologist who always had the interest of India and Goa in his mind
and heart.

I do not believe the Goa government is reckless and stupid enough to
give permission for this so-called green project.

After all, their leader for whom they are going to build a memorial in
his honour was against it.

*LMIFW SS''20 announces grand finale designers*

New Delhi, Sep 26 (IANSlife) The Lotus Make-up India Fashion Week (LMIFW)
SS20 will see industry veterans Anamika Khanna, Manish Arora, Rajesh Pratap
Singh and Wendell Rodricks as its grand finale designers, the Fashion
Development Council of India (FDCI) announced on Thursday.

"We are thrilled to have four legendary designers, who have chalked the map
for Indian aesthetics globally give the grand finale a classic finish. They
are the leading lights whose attention to detail is unquestionable as their
presentations will show how design may look diverse, but the grid remains
congruous," FDCI Chairman Sunil Sethi said in a statement.

The fashion event is slated to take place from October 9 to 13 at the Major
Dhyan Chand National Stadium in New Delhi.

It is very heartening to see the much needed and long overdue renovation of
our Ribandar Church going on at an accelerated pace. The works should
hopefully be complete by this year end. It needs all your financial support
in the untiring task being undertaken by our Parish Priest Rev. Fr Antonio
Lourenco Fernandes to upgrade the Church premises with the much needed
facilities. The Ribandar Church has been lacking in the very basic
amenities while the infrastructure so awful.

First  human Congratulation on Crossing The 90 years barrier. This to me is
even more important than the scientific crashing of  the sound barrier.
More than half a century ago !  In human terms it means that not only did
your parents raised you to be a fine fellow but imore critical your Creator
had an important assignment specifically for you Mervyn.



Your Poem opened a flood gate of thoughts,  empathy/ mood of that period,
It also highlighted the very big differences between Kenya, Uganda and
Tanganyika and Zanzibar.  Kenya was first and foremost a British Settler
Colony very much like Australia or South Africa.  This meant that they not
only grabbed land but exploited labour to the fullest. The implications of
these two was far reaching. ,The three countries were governed differently.
We in Tanganyika  as a Mandate of the League were different, Uganda was a
Protectorate and Zanzibar a sultanate.

Independence meant different things to the section of the different local
and migrant communities.

I hoped to comment a bit more on the poem reflecting on the above para, I
will have to wait for another occasion.

It is so very outrageous that Goa’s longest serving MLA Pratapsingh Raoji
Rane has had the rank audacity in now demanding that all the MLAs should be
allotted a housing plot at Porvorim so that they could reach in time to
participate in the proceedings of the Goa Legislative Assembly.This is a
cheap lame excuse to grab land.  Making extortionate demand for plots of
land from the taxpayer must be resisted.

This is what Pratapsingh Rane’s resolution officially said

“Shri Pratapsingh Rane, MLA to move the following: “This House strongly
recommends the Government that all MLAs’ be given housing plots at Porvorim
so that they can attend the Assembly work on time.”

It is so concerning despite Goa’s MLAs being extravagantly paid and
financially over fed by the State Exchequer with all those enormous perks,
that Pratapsingh Rane dared to seek a plot for himself at the long overdue
sunset of his career. Are these MLAs not content with the amount of
property they have grabbed through ill-gotten means even to the extent of
illegally converting agricultural land and the destruction of hills?

Pratapsingh Rane’s recent utterances give cause for serious concern about
the state of his mental health. Last year he belittled hard-working
dedicated Goans in the UK by insulting their choice to clean toilets to put
food on their tables. This unacceptable unprovoked outburst and disrespect
for the dignity of labour was widely condemned and is unpardonable. His
recent deluded statement calling for environmental activists to be banished
and thrown out of Goa for bringing mining to a halt is bizarre and
ludicrous. Has his apparent senility caused him to forget the Supreme
Court’s ruling? Or does he in this diminished state think that he is higher
than the Supreme Court judges? Does the now rancid and possibly senile
Pratapsingh Rane have to be enlightened that Goans have excelled themselves
in various fields across the World? It was very disgraceful that such
humiliating and senseless comments were made by Goa’s longest serving
legislator. That over the years he has proved to be a stinking Political
failure is another issue.

And if according to Pratapsingh Rane some Goans overseas are cleaning
toilets, so be it. But they are doing it with all honesty and humility to
earn a living. Unlike Pratapsingh Rane who since 1972 when he was first
elected as MLA to date, over the last 47 years, has been scrounging off the
State Exchequer having never ever spent a paisa from his own pocket on a
bottle of water, a loaf of bread or even a litre of petrol.  Less said the
better on how during his tenures as Chief Minister, Pratapsingh Rane from
his official bungalow in Althinho used to cheerily pop in the evenings to
his businessman neighbour’s house next door for free shots of Whisky and
snacks. That is what Pratapsingh Raoji Rane was all about. Old habits die
hard so even in his twilight years he still makes unreasonable demands to
live off the state that he has milked for years and at the expense of the
taxpayer who by contrast does not get anything in return.

For almost half a century Pratapsingh Rane and his family have had a ball
of a time at the State’s expense.In recent years despite being officially
with the Congress having even covertly flirted with the BJP while his son
for that glut of Power disgracefully embraced the Saffron brigade obviously
with the tacit blessings of Papa Rane who continues to be the BJP’s mole in
the Congress.

Unlike neighbouring States of Maharashtra and Karnataka, our Goa is the
smallest State with the maximum distance that our bordering Sanguem and
Canacona MLAs have to travel is a meager 60 kms. All this is incontrast to
our neighboring State MLAs who have to venture over 500 kms to reach their
Legislative Assemblies and that necessitates a hostel for MLAs.

So if some MLAs from the extremes of Goa need any accommodation to stay
overnight during the sessions of the Goa Legislative Assembly they could be
handsomely and comfortably accommodated at that controversial huge palatial
bungalow of Cumbarjua MLA Pandurang Madkaikar at Old Goa and we could be
assured that Pratapsingh Rane will lead some of his constituency volunteers
to keep the toilets of Panduramg Madkaikar’s sprawling mansion spick and
span. But those MLAs who spend the night being guests of Pandurang
Madkaikar would be doing so at their own risk while St Francis Xavier
continues to be infuriated by the rank land violations and then
high-handedness of the now powerless Pandurang Arjun Madkaikar.

If the very people that elect these MLAs are expected to time manage and
reach their place of work on time and at their own expense so can the MLAs
who are expected to lead others and put peoples’ needs first before their
own selfish greedy demands.
