GOVERNMENT URGED TO INITIATE CRIMINAL PROCEEDINGS
AGAINST AAG VILAS THALY

The Government of Goa has been urged to institute criminal proceedings against Mr.V.P Thali, Additional Advocate General for the defalcation of Government funds by excess billing and for cheating the Government Treasury and for also breaching the trust that was reposed in him.

In a legal notice sent to the Chief Secretary yesterday (Dec 18) Adv. Aires Rodrigues has stated that persons holding high posts should not escape the criminality of their wrongly acts.

Adv. Rodrigues has stated that Mr. Vilas Thali, Additional Advocate General, has defrauded public funds deliberately by excessive billing which is very clear from the Affidavit filed by the Government of Goa in the High Court, wherein it has been submitted that the excess amount will be recovered from
Mr.Thali.

Adv. Rodrigues has further stated that mere recovery of the amount is not sufficient and that a person who causes wrongful loss of public funds by cheating and excessive billing and by way of criminal breach of trust cannot be let out scot free merely because he is the Additional Advocate General.
Adv. Rodrigues has stated that on the contrary such a person has to be prosecuted criminally for his fraudulent action and must be made an example so that persons who are paid out of public funds do not make a mockery of the high positions they hold.

Adv. Rodrigues has also stated that in view of the disgrace that Mr. Thali has brought on the Office of the Advocate General and considering the seriousness of the matter, it was but proper that the Government should have suo motu instituted criminal proceedings against Mr. Thali for his fraudulent acts.

Adv. Rodrigues has stated that the it was improper for the Advocate General and Additional Advocate General to both bill for the same cases and considering the huge amounts billed by the Advocate General and the Additional Advocate General together for the same case in a routine manner
it is but necessary that Government should conduct a thorough inquiry as to whether the Advocate General was also a party to the illegalities and caused wrongful loss to the State Exchequer.

Adv. Rodrigues has stated that if criminal proceedings are not instituted against Mr. Thali, Additional Advocate General within l5 days he would be constrained to move the High Court for appropriate directions in the matter.
