Make sure you are doing the 'pip install -r requirements.txt' as shown in the documentation <https://cloud.google.com/python/django/appengine#run_the_app_on_your_local_computer> in a fresh virtualenv. Also make sure that you didn't already install this library outside of the virtualenv as this may cause conflicting versions of the package when the virtualenv is created which would result in this error (aka never install packages globally).
