Quite rightly, it is recommended that your App Engine application's VPC connector be created in the same region as the application. This is a required condition as stated in this documentation[1]

Thanks for the link, Joseph! I'd considered rollover to the GAE flex environment, but unfortunatelly it is not an option for us. Seems that the simplest way is to deploy GAE app in the region with supported VPC connection. Moreover the prices in australia-southeast1 region are pretty high :-)
