I think to start with, there would be the need to verify the State of your GCP Project. Hence, personally identifiable information such as the Project ID would be needed. We do not advise that should be done here. As a matter of fact, this is not the appropriate medium for this type of request.
I suggest that you contact the GCP Support Engineers[1] or you can open a Private issue using the information on this link[2]. This way a GCP Support engineer would be able to work closely with you, reviewing the present State of the Project and be able to advise you on the next steps to take in order to restore your GCP Project, should that be needed.
