During last 3-5 days all builds for our app build upon nodejs flex environment failed with the error: === Error Response: [4] Timed out waiting for the app infrastructure to become healthy === `gcloud app deploy` is stuck at 'Updating service...' and after 15-25 minutes fails with the error.
