The project doesn't look inherently malicious to me. If you'd like them to
transfer ownership of the project to you, you can reach out to them
directly and ask to be added to the project.

It looks like the repo is only using about 2/3rds of its quota already.
Generally we wait until a repo is bumping up against the quota limit before
raising it.

If you're reaching your quota, you may also want to consider moving some of
the larger binary files (e.g., multi-megabyte .wav files) out of source
control. These files are large and don't compress well, and don't tend to
benefit from being under version control anyway.

Your project was in the moved state, with an empty moved-to URL. Had you
attempted to set up a moved-to address at some point in the past?

I resolved your issue by going to
https://code.google.com/p/turnoffthelights/adminAdvanced and clicking
Publish project, which cleared the moved state. If you had tried to set
this up in the past you'll need to do it again.

That being said, if you plan to host large binary assets in source control,
you may have a bad time. Source control tools are designed to store
versioned text files (source files), and are not usually optimized for
managing large binary files. Your mileage may vary.

Sometimes it takes a little while (sometimes up to minutes) for the raw
file view to be updated in all our datacenters. It appears this is done
now, since those two views of the file look the same to me.

Instead of hosting raw files from source control, you can use any file
hosting service, including Google Drive, Dropbox, Google Cloud Storage and
many others.
