I too would wish there was an option to put the issue tracker could be put in read-only mode or a warning could be given when adding comments (a lot of users come via google search and add a comment without going to the main project page, which would point them to the correct location). I also find it odd that under the admin - issue tracking there is no way to disable it...instead you have to go to a totally separate area.
