I have the same issue: can't commit for the past several hours:

There was a serious infrastructure issue in two datacenters
(simultaneously!) that caused svn service to be read-only for a bit. My
reckoning is that this got sorted more than 24 hours ago (and many people
report that we're back), but it seems like some people are still not able
to commit to some
I am out of business for last 2 day.

I also just got the same error, it's been happening intermittently today.
The commit usually succeeds a few mins later but it just failed for me now
even after waiting for 15min.

I have the same issue with one of my repo. Seems that this happened with my
active repo where I commit changes periodically (others are ok).

Are you still having trouble? As far as I know we didn't have any SVN
outages in the last few days, perhaps it was a transient issue?
If you are still having trouble it may be a problem with your specific
project, which we would want to look into.
