I had the same problem, you need a command line svn version with the 'bin' folder added to system path (I used a 'svn-win32-1.6.x.zip' from this page http://subversion.tigris.org/servlets/ProjectDocumentList?folderID=8100 just unzip it in a folder and set the path) but i received the same error
