A participant notified me that OSGeo4W-GRASS7 has the v.in.lidar
etc modules greyed out.
It seems that the liblas support is not active yet:

in principle yes, it should work (tested a little bit locally).
AFAIK liblas needs the osgeo4w-package 'proj-vdatm: proj4 vertical datum
shift files which are
(compressed) about ~50 mb. within the osgeo4w-framework this shouldn't be a
issue.
