William, Michael, Is there somewhere I can access the tooling for packaging so
that I might try to work this out? Also, do you have a pointer for how to
update the embedded library paths?

recently I was fixing wingrass compilation issue related to recently
upgraded proj4 package in osgeo4w to 4.9. GRASS compilation fails:
