Working on the transition to CMake as the GDAL build system, the
particular status of the GRASS driver in GDAL raised my attention.
(The following is based on my understanding. It has been ages since I
didn't try this...)

I get the same error when trying to export a vector map to shapefile using
v.out.ogr. I daily build the main branch myself for OSGeo4W v1 (GDAL 3.1.4)
on Windows [1]. It used to work fine before (cannot remember exactly when).
My daily cross-compiled version using GDAL 2.2.4 still works

Did you `make distclean`, configure and recompile your grass79 after the
system upgrade?
Also, maybe update your local copy as there have been changes.
So, if you only did a simple git clone to get the source code and compile,
then:
make distclean
git fetch --all --prune && git
