Attached is the screen shot we get when we try to install grass-dev.
Looks like the grass-dev is for grass6.x
I think best woudl be to build and install them on your own then.

Hello,
as I don't run Ubuntu, could you, please, explain what exactly is
happening. Skips GUI sounds too board to understand when and how
skips. If it's related to compilation, check presence of *-dev
packages. If it's a problem with starting up, run from terminal to get
meaningful error message.
Turns out that the GUI is a separate download and installation. That seems odd
to me, but we managed to solve this.

yes. this was a bug in packaging which I couldnt get time to fix. But
installing grass-gui package will help to solve the problem.
sudo apt-get install grass-gui
sudo apt-get install grass should install everything as this is a virtual
package but it not doing it right way. I may find some time

Thanks much for the explanation. Does anyone know if we need grass-dev for
running g.extension? For some reason, when we started to install it, we got a
message that it would wipe out several important software packages we are using.

FYI, there is a grass-addons package[1]. But only for grass6
