HEC-GeoRAS is used to prepare data inputs for HEC-RAS.
I do not see any need to modify GRASS to prepare such
input. It would need developing some new modules (and wxGUI)
using GRASS Libraries.
BTW, today http://www.hec.usace.army.mil/ seems to be down.
