Two weeks after being elected the prime minister of the country, Sushil
Koirala has finally formed his cabinet of ministers today.

Prime Minister Koirala administered the oath of secrecy to new NC and UML
ministers in presence of President Ram Baran Yadav at Shital Niwas on
Tuesday evening. NC leader Ram Sharan Mahat, who had already taken his oath
along with the prime minister two weeks ago, was given his ministerial
responsibilities.

Nepali Congress and CPN-UML were tied in internal discussion since Sunday
to finalise the list of candidates to take ten ministerial positions each.
Although cabinet formation was expected to take place on Monday evening,
the two parties could not complete their list. Discussions began early
today and NC and CPN-UML finally completed their nominations. RPP and
CPN-ML will also head a ministry each, but have not been sworn in yet.

CPN-UML had supported Sushil Koirala's candidacy in the election for the
prime minister after a seven-point agreement between the two parties.
However, UML refused to join the government, claiming that NC had
backtracked from its promises, including provided Ministry of Home Affairs
to the part. Government formation became possible only after Koirala
decided to offer Ministry of Home Affairs to UML.

UN Secretary-General Ban Ki-moon has said he is encouraged by the pledge
Prime Minister Sushil Koirala made to the Constituent Assembly to complete
the constitution drafting process on the basis of cross-party consensus
within a year.

The UN Chief stated this in a congratulatory note he send to leader Koirala
on his election as the Prime Minister.

"It is my strong hope that under your leadership, the country will fulfill
a historic responsibility to complete a new constitution while at the same
timepromoting national dialogue and genuine reconciliation,"
Secretary-General Ban said.

Ban has assured PM Koirala of the continued support of the United Nations
to his efforts.

He has also appreciated the active participation of Nepal in the United
Nations activities, especially in peacekeeping.

Stating he was thankful for Nepal's leadership in the discussions of the
Least Developed Countries Group on climate change and the Millennium
Development Goals, UN Secretary-General Ban noted that the contribution of
Nepal was essential and it helped make the UN more effective and responsive
to the global challenges that we all face today.
