  The current implementation of bandwidth limiting rules only supports egress 
bandwidth
  limiting.

  Use cases

  There are cases where ingress bandwidth limiting is more important than
  egress limiting, for example when the workload of the cloud is mostly a 
consumer of data (crawlers, datamining, etc), and administrators need to ensure 
other workloads won't be affected.

  Other example are CSPs which need to plan & allocate the bandwidth
  provided to customers, or provide different levels of network service.

  The BandwidthLimiting rules will be added a direction field (egress/ingress), 
which by default will be egress to match the current behaviour and, therefore
  be backward compatible.

  Combining egress/ingress would be achieved by including an egress
  bandwidth limit and an ingress bandwidth limit.

Bug description:
  Background: Napi_tx is a Linux kernel feature that makes the virtio
  driver call the skb destructor after the packets are actually “out”
  (i.e., at TX completion interrupt), as opposed to immediately after
  the packets are enqueued. This provides socket backpressure and is
  critical for features such as TSQ. Enabling napi_tx in Cloud guests is
  an indispensable link in the chain of end-to-end backpressure from
  USPS all the way up to the guest applications. It would help reduce
  bufferbloat, packet drops and/or avoid HoL blocking when the traffic
  from the VMs are rate limited (due to congestion/BwE/etc).

  The GCP networking engineering teams have asked us to include and
  enable napi_tx on the major guest OS's on the platform. They have 6
  months of performance and regression testing and are comfortable
  moving forward with this broadly.

Test case #2 was added to fanotify09 as a regression test for the following 
upstream commit:

b469e7e47c8a fanotify: fix handling of events on child sub-directory

which has been applied to v4.20 and backported to linux-4.19.y upstream stable. 
We backported these changes from 4.19.y to 4.15 but they are not trivial for 
backporting to older kernels, so the best option to fix the test case failures 
with 4.4 and older kernels is to apply a patch to revert the changes for this 
test case.
