Should I ultimately just drape strips of fabric along the edge and sew it down? I would. After the gown is all made up, I would just actually drape what I wanted and baste/ hand sew it on. This is often what they did. And it can be removed or changed later easily of you want. It's not structural so it doesn't need sturdy sewing. I would be prettier if your strips were cut on the bias. They would drape better and the edges wouldn't have to be finished off, just pressed lightly under.
