It seems to me it's clearly a Victorian or later representation of a
Renaissance style, either Italian or German. But I've never seen it
before and have no idea where

Thank you all for your answers. The ribbon is 1.5 wide, and definitely
synthetic. I tried to make a narrow hem as suggested but I'm either
clumsy or doing something wrong because it lookedlumpy. I think I
will try the 45 degree swallowtail cut.
