flap that way, but the instructions I'm following say that the heel flap should
reach to "the middle of the foot" which I took to mean halfway along the sole.

Good thing you have 17th century in your signature — that's the
period for your stockings, right?
Ok so at the ankle, you're holding the stitches at the front
and knitting the heel flap. Then you have to form the part that cups
around the heel.
