MPEG-4 and the dirac codec are not really related - the dirac codec is based on wavelets, and at time being, it is extremly slow (less than 1 fps), while the MPEG-4 coding is usually based on DCT alongside motion estimation. The MPEG-4 standard is an ISO standard, which costs money. You may buy it
