I have resolved my issue, it is unrelated to http2 and simply bad host header
matching when on non standard ports

the headers using
log-format "${HAPROXY_HTTP_LOG_FMT} hdrs:%{+Q}[var(txn.req_hdrs)] -- custom"
but they appear to be blank
HTTP/2.0" hdrs:"" - custom
Is there any way to make hdr(host) work in http2 or is there an equivalent?

I will note that the working_haproxy.cfg does start up correct on 2.2.27, and
that the only difference in the configs is

listen haproxy_https
bind *:443 ssl crt /etc/ssl/private/redacted_combined.pem crt
/etc/ssl/private/

mode http
```

solution (automated testing). I don’t have a
reasonable way, nor do I desire, to custom compile haproxy. Also the
ppa:vbernat/haproxy-2.2 doesn’t have the 2.2.25 version only the latest 2.2.26
so I cannot pull that version instead.
