I think I fihgured it out. Since tcp mode of haproxy is used, the configuration
related to decoding the line of ProxyProtocol cannnot be configured inside a
virtual host. I read it early and seem OK now. For http mode, I put the haproxy
related configuration inside virtual host, but not correvct
