just now (27-7-08, 1630z) the belarus MIL relay of a BLR (or russian Mayak)
broadcasting station is active again on 5134 kHz (USB and LSB). When they
operate same pattern as last time they should be QRV til 1800 UTC.
Maybe anybody with russian language knowledge will be able to identify the
station

At about 0800 or earlier ,I was hearing a weak signal on this frequency
Male announcer talking in language that I can't figure out,it didn't
sound French or Arabic ,so Radio Mali is out.It disappeared right at
0830.No sign of het or carrier after that time. The only station I have
on this frequ

it is Mayak (RUS) in Russian relayed via Belarus. Parallel to 4982.0 kHz, both in
USB. If you try the frequencies early in the morning, you will find very good
signals. They start at 0300 UTC.

One thing that has been over looked or ignored is that RFPI has NEVER had a
license to operate a radio station from Costa Rica EVER.
