My colleague Ehard Goddijn of RNW's Programme Distribution Department,
listening at home, reports good reception (S9+10 dB; SIO 354) of Radio
Philipinas at 1830 UTC to-day April 28th on scheduled 15190 kHz! I think I
heard that station only once, many years ago on the 9 MHz band.
