Thank you exellent job! Certainly this is a new NDB I don't listen to him
before in other scans. We have 2 more NDBs in the same situation without
QTH of TX  guardless unidentified.

the id is SANTO, no idea where the station is.
Wild guess; maybe related to offshore oil rigs.

The one you tune in on 1645 is MLZ.
