on one foot) is a function of how a given font renders the characters.
I cannot seem to find a font that does this the way you want it to.

You can do nekudot in Word? Whenever I try to just do Hebrew letters,
they end up switched around.
Davka has a lot of features of Word plus Hebrew. I've used it to mail
merge diplomas with Hebrew names as well as English.

pretty hit or miss. I gave up on using word for Hebrew documen5ts long ago,
and switched to Davka - much easier to use, better handling of nekudot, more
predictable printing, better keyboard support etc
