Hi, I have uploaded a module to hackage in the package hmatrix-repa.
It provides conversion functions between hmatrix vectors/matrices and repa arrays. I don't know whether it will be of much use, but even the Repa documentation suggests using LAPACK for performance critical tasks, such as matrix multiplication.
