As early as HDFS-13831, it was already
Removed the obsolete BLOCK_DELETION_INCREMENT, but ignored another use of
BLOCK_DELETION_INCREMENT.
E.g:

* Writelock is dropped and reacquired every BLOCK_DELETION_INCREMENT to
