Oh, I found it, there was a typo in the commit of HDFS-11836 (commnad):
{code}
hadoop_add_subcommnad "sqlconvert" "convert ozone leveldb files into sqlite db
file for debug purpose"
{code}
So {{sqlconvert}} was not visible from the command line.
I suggest to revert the older commit: HDFS-11836
