On looking a little more, I think is caused by HDFS-7320 which changed the 
phase from "site" to "package". Need to investigate what the right fix is.

Fairly trivial patch attached. I checked "mvn clean package -Pdist,docs", "mvn 
clean package -Pdist", and "mvn clean site:site" and it seemed to behave as 
expected. Namely, that the dependency analysis report still shows up when the 
site is built.
