diacritic alif and ayin in RLIN21

Dear Group, Stanford has finally started using RLIN21. I am aware that we input diacritics after the letter. Does also hold true for alif and ayin. For example, in the word be'ur, would I input the alif after the e or u. Thanks, Heidi Heidi G. Lerner Hebraica/Judaica Cataloger Catalog Dept.
