I've had all kinds of trouble having to compile for a multitude of systems
including RHEL 64 and 32, Suse, AIX, Solaris SPARC and Solaris x86.

PCRE is installed and the configure script finds it. It wasn't installed
initially, so I pulled the package down from IBM and installed it.

Clearly, you have no PCRE installed. Perhaps, you can find it here:
